THIS IS A NOTICE OF REQUEST FOR INFORMATION ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. THERE IS NO BID PACKAGE, SOLICITATION, SPECIFICATION OR DRAWINGS AVAILABLE WITH THIS ANNOUNCEMENT. IT DOES NOT CONSTITUTE A PROCUREMENT COMMITMENT BY THE US ARMY CORPS OF ENGINEERS, IMPLIED OR OTHERWISE. NO CONTRACT WILL BE AWARDED FROM THIS REQUEST FOR INFORMATION ANNOUNCEMENT. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS REQUEST FOR INFORMATION ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPER IDENTIFIED INFORMATION. The purpose of this Sources Sought Notice announcement is to gain knowledge of interested, capable, and all qualified businesses under the size standard for the NAICS Code 237990 (All Other Heavy Construction) The U.S. Army Corps of Engineers - Memphis District is seeking eligible contractors capable of providing hydraulic pipeline dustpan dredging. Work consists of, but not limited to, furnishing all plant, materials, equipment, supplies, labor per diem, and transportation, including fuel, power, water (except any materials, equipment, transportation, utility or service, if any specified herein to be furnished by the Government). The dredge shall be capable of dredging at depths from 15 to 75 feet. The work shall consist of removing and satisfactorily disposing of dredged material from the navigation channels and as directed by the Contracting Officer. The materials to be dredged may consist of riprap, boulders, gravel, sand, silt, mud, or clay. Debris and obstructions may also be encountered in the course of dredging operations and could include trash, roots, logs, stumps, rope, chain, various sized metal objects, cable and other miscellaneous items. While all types of materials could be encountered, the material will primarily be sand with some gravel. The estimated price range is between $60 million and $100 million for the base period plus options. The appropriate NAICS code for this procurement is 237990. The contractor will be required to provide Performance and Payment Bonds within ten (10) calendar days after award. The contractor shall begin work within ten (10) calendar days after acknowledgement of the Notice to Proceed. All interested business concerns are encouraged to submit a brief capabilities statement package, no more than 10 pages in length, addressing the following: 1. Business name, address, and point of contact. 2. DUNS number and CAGE code; 3. Bonding capability (construction bonding level per contract and aggregate construction bonding level, both expressed in dollars); 4. Statement of capability which demonstrates the ability to perform a contract of this magnitude and complexity, including in-house capability; 5. Relevant past performance information for efforts of similar value, size, and scope within the last five years, including contract number, indication of whether your firm acted as a prime or subcontractor, contract value. 6. What would be the best method of contracting? 7. What would be the proposed length of the contract? 8. What would be the proposed method of payment? 9. How would the proposed Statement of Work (SOW) read? 10. What would be the proposed units of measure? 11. What would be the proposed method of operation? 12. Is your business a large business, small business, 8(a) small business, Sevice Disabled-Veteran Owned Small Business, or Hubzone Firm?
