The Government is requesting all Past Performance volumes of an offeror's proposal be received by 3:00 PM Eastern on 13 January 2011. Complete proposals must be received no later than 3:00PM Eastern on 14 February 2011. All responses received after that date/time will be considered invalid and will not be evaluated. The Government has provided workable versions (non-PDF) of all documents which offerors are required to populate in order to effectively respond to this solicitation. All fill-in sections of the actual solicitation (e.g. Section A, CLIN pricing) will be populated by the Government prior to contract award. The Bidder's Library has also been updated. All unlimited distribution data the Government considers required for industry to effectively respond to this solicitation has been added/updated to the electronic library on FedBizOps. All limited distribution data the Government considers required for industry to effectively respond to this solicitation has been added/updated to the paper copy Bidder's Library being maintained by the JPATS Program Office at Wright-Patterson AFB, OH. Details of how to request access to the paper copy Bidder's Library are as noted in the Special Announcement for this solicitation, dated 15 October 2010. Requests shall be made via electronic mail (email) only to the Contracting Office for this solicitation. Access is on a first-come, first serve basis. Complete requests for access MUST BE received at least 3 working days in advance of the date / time for which access is requested. The Contracting Officer for this solicitation will respond to all requests. The paper copy Bidder's Library will be available 5 January through 11 February. Any questions or concerns regarding this announcement may be addressed to the listed Government points of contact. The Government will respond to any such questions or concerns, and requests for paper copy Bidder's Library access, no sooner than 3 January 2011.
