Description
The Global Positioning System (GPS) Wing (GPSW) at the Los Angeles Air Force Base (LAAFB) Space and Missile System Center (SMC) intends to host Military GPS User Equipment (MGUE) Technical Interchange Meetings (TIMs) in January and February, 2011 to support development of the MGUE Technical Requirements Document (TRD). The TRD, anticipated to be approved by the end of March, 2011, will form part of the MGUE Increment 1 Request for Proposal (RFP). The goal of MGUE is to develop, integrate, and produce M-code capable GPS receivers for the designated lead service platforms specified in the draft MGUE Capability Development Document dated 15 December 2009. These platforms encompass Air (e.g. F-15E, Precision Guided Munitions), Ground (Raven, Expeditionary Fighting Vehicle (EFV)) and Maritime (Arleigh-Burke Class Destroyer (DDG)) domains, as well as a new military handheld unit with modernized GPS capability and improved human-machine interface features. Under the emerging MGUE acquisition strategy, the GPSW is considering awarding contracts for the development and certification of production ready GPS receiver form factor cards for the Raven, EFV, F-15E, and DDG platforms. These MGUE Increment 1 contracts will leverage technologies matured under previous Modernized User Equipment technology development efforts to the maximum extent to reduce development risks and to establish options for the Engineering and Manufacturing Development Phase. Upon successful certification and operational tests/assessments, the GPSW intends to exercise options for Low-Rate Initial Production for these form factors. The MGUE Increment 1 Acquisition strategy also includes development of an Offeror- specified,production ready Common GPS Module (CGM) integrated into a handheld device and conduction of functional and performance demonstrations of the integrated CGM-handheld device. The GPS Directorate has developed draft Modernized requirements in nine technical capability areas for which Industry feedback is highly desired. These areas are: Backward Compatibility, Space Vehicle (SV) selection, Anti-Spoofing (AS), Blue Force Electronic Attack (BFEA), Net-Centric capability, Key Loading Devices, External Augmentation Systems (EAS), Anti-Tamper (AT), and Interface Requirements Harmonization. On or around December 21, 2010, the GPS Directorate will make available materials relevant to these topics for Industry review and comment. These materials will capture a set of ground rules and assumptions; notional threshold/objective requirements; and questions to prospective bidders for each of the above capability areas. Most of this information will be posted on the MGUE Industry Partners Livelink site. Instructions for obtaining Livelink Access are included as an attachment to this notice. Some technical information will be classified up to the Special Access Program (SAP) level. This information cannot be posted to a contractor-accessible website, but is available only through contacting the GPS Directorate Program Protection Office (PPO). However, a list of titles, to include collateral and SAP documents, will be made available on Contractors Livelink. Requisite facility and personnel clearances must be in place to acquire this information. For additional information, please contact Mr. Vernon Utley in the GPS Program Protection Office. The first TIM is tentatively planned for January 11-13, 2011 and will focus on the GPS materials described above. The first day will involve presentations and group discussion as to completeness, clarity, and consistency among and between the notional requirements defined for the nine technical capability areas. Days two and three are tentatively planned for continued group discussion and/or one-on-one sessions, depending upon Industry response prior to the TIM. Prospective bidders interested in one-on-one sessions should provide written response to Mr. Dale Winger which conveys their ability to be responsive to the government's requirements assessment as detailed in the materials made available on the Industry Partners Livelink site and through the PPO. One-on-one meeting requests with justification must be provided no later than 7 January 2011 to ensure consideration. The GPS MGUE program office will use information gained from the January TIM to refine Modernized requirements for the TRD and publish the resultant draft MGUE TRD to Livelink in preparation for the second set of Industry TIMs, tentatively planned to take place between February 14-25, 2011. The format for these TIMs will include one-on-one meetings to solicit specific, detailed feedback from contractors relative to the draft MGUE TRD. The GPSW intends to publicize all recommended changes that could affect revisions to the Request for Proposal (RFP). Due to the fluidity of MGUE RFP and TRD schedule, the GPS Directorate asks all contractor teams who would like to participate in this and future MGUE TRD development TIMS for CY11 to contact the MGUE Procurement Contracting Officer (PCO), Mr. Dale Winger (dale.winger@losangeles.af.mil; Phone: 310-653-3548), so they may be incorporated into an email distribution list of interested MGUE contractors. The email distribution list of interested MGUE contractors will be the primary method that the GPS directorate will use to provide updates and future announcements to industry regarding TRD TIMs/SWGs and any other related meetings, however the GPS Directorate reserves the right to make periodic postings via FedBizOpps if it so chooses. Please identify a primary and alternative POC for your company, along with phone number and e-mail address. Should changes in the proposed TIM schedule occur, the PCO will notify all interested parties directly so they may be informed of updates as they occur. To attend MGUE TRD TIMs, please register your Primary Contractor Team and submit visit requests as instructed below (Registration) no later than three days prior to the date of the meeting you wish to attend. All qualified contractors, to include small and small disadvantaged businesses, are encouraged to attend. The small business size standard for NAICS 334220 is 750 employees. If you have any questions or concerns please contact Mr. Harrington. MGUE Technical Requirements include classified and SAP information that is not available on Livelink. Contractors requesting classified documents and having requisite personnel and facility clearances are asked to contact Mr. Vernon Utley (Vernon.utley@losangeles.af.mil; Phone: 310-653-3739) in the GPS Program Protection Office (PPO) for guidance on acquiring this information. Please include all relevant mailing address and facility information required for transmission of classified products. For those that do not have access to Contractors Livelink please follow the attached instructions entitled "Contractor Livelink." Please note that access to Contractor Livelink is a requirement to attend the MGUE TRD TIMs. Those who do not have access to Contractors Livelink prior to the TIM dates will not be allowed to participate. After contractors register for MGUE TRD TIMs, they will be contacted by e-mail regarding any changes to MGUE FedBizOpps content. REGISTRATION: Please register by completing the attached TIM registration form and emailing it to Ms. Patricia Alexander at palexand@arinc.com (phone: 310-726-1602) NLT 5 working days prior to the scheduled TIM. Each Contractor Team is limited to eight (8) people (Contractor Team is defined as an offeror interested in becoming the prime contractor for a MGUE contractual effort). SE&I FACILITY VISIT REQUEST TIM sessions will be at both unclassified and classified/SAP levels. Classified and SAP visit requests must be sent at least three days in advance of the first day of the TIM for any attendee planning to attend classified meetings. All TIM attendees are encouraged to submit a Classified Visit request to accommodate flexibility of discussion. Visit requests to the hosting SE&I facility may be submitted as indicated below. A. Unclassified Visits: Visitors attending "Unclassified" meetings do not require a visit request. The GPSW realizes it may not be capable of providing classified access to all interested contractors through your existing Government contract sponsor, but still seeks the widest range of participation from industry. TRD TIMs involve data that is subject to export control laws and regulations. A foreign disclosure review of the technical data has been accomplished and MGUE technical data is subject to export controls. OMBUDSMAN: An Ombudsman has been appointed to hear concerns from potential offerors. The purpose of the Ombudsman is to receive and communicate concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concern during the proposal development phase of this acquisition. The Ombudsman will communicate certain offeror issues, disagreements, and recommendations on this acquisition into the proper channels. The Ombudsman's role is not to diminish the authority of the program director or the contracting officer but to advocate an offerors concern on a non-attribution basis. The Ombudsman will maintain strict confidentiality as to the source of the concern when requested by the offeror. The Ombudsman will not participate in the evaluation of proposals or the source selection process for this acquisition.
