Description
Solicitation Westinghouse Anniston (WA) is soliciting cost proposals for a vendor to clean piping and equipment for FY2011. ANCDF has experienced multiple flow restrictions in piping and equipment during the current mustard campaign that has unexpectedly stopped processing. It has been demonstrated that the use of high pressure water blasting and vacuum suction truck equipment is superior in cleaning these types of deposits in a safe, environmentally sound and cost effective manner. ANCDF expects these flow restrictions to continue to occur on the MPF, DFS and LIC furnaces, Pollution Abatement Systems, and Brine Reduction Areas due to salt formed as a result of the reactions of mustard agent. Flow restriction can occur at any time with little warning. ANCDF has shown quick resolution of these flow restrictions, using the methods demonstrated; successfully return the process to normal. Provide all labor, materials, tools, equipment and supervision required to perform the below scope. SCOPE OF WORK Minimum parameters for contractors: •1. 10,000 PSI, 15GPM water blaster •2. Vacuum suction truck with particulate and cyclone filters for wet and dry service with minimum 25"Hg vacuum and flow of 4500 cfm. •3. Equipment and crew must be within 100 mile radius of Anniston, AL. •4. Crew and equipment must be onsite and ready to work within (4) hours of official notice of work. •5. Crew must be confined space certified. Scope of work to include: •§ Locate and remove flow restrictions as defined in approved work order(s). •§ Remove valves, transmitters, or other equipment as needed to assure safety or prevent damage as needed for this effort if required in the work order. •§ Re-install valves, transmitters or other equipment as needed for this effort if required in the work order. Use new gaskets and torque as required in approved work order(s). If welding is to be performed in accordance with the work order, written QA clause QA10 must be applied before welding is started. See Attachment J, Exhibit M for QA10 in its entirety. Contractor(s) to participate in the pre-job briefings and daily planning of work packages to ensure that good communications are established with ANCDF Engineering, Operations and Maintenance departments before any work begins. Extreme caution shall be taken to ensure that unplanned outages will not occur.
