- THIS IS A NOTICE OF I NTENT, NOT A REQUEST FOR QUOTE. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND QUOTES WILL NOT BE REQUESTED. The National Institutes of Health (NIH) intends to issue a purchase order on a sole source basis with: National City Commercial Capital; 995 Dalton Avenue Cincinnati Ohio 45203-1101 No solicitation exists for this requirement. The service is commercial as defined in FAR Part 2. The total contracted dollar amount will not exceed the Simplified Acquisition Threshold; therefore it will be procured under FAR 13.106. It is believed that National City Commercial Capital is the sole source for this requirement. The Office of Director will continue to lease a Pierce Aerial 100ft Tower Platform Engine. The vehicle shall include all necessary accessories and features as provided in the salient performance charateristics and specifications listed in this announcement. The North American Industry Classification System Code is 532120 and the size standard is $7,000. This notice of intent is not for a request for competitive quotes preparation. Any firm that believes it can provide the stated capability within the established time frame including all specifications is invited to submit written notification to the Contract Specialist by December 27th, 2010 at 1:00PM EST. Supporting evidence must be furnished in sufficient detail to demonstrate the firm’s ability to provide the stated capability. Information can be sent to Contract Specialist Aleise Roberts at aleiser@od.nih.gov. No telephone request will be accepted. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, NIH will proceed with the sole source award. The contractor shall submit a fixed price offer including any discounts. Offers shall have detail description of services offered, availability of period of performance, and past performance data for similar work including performance data, and price. A completed coy of FAR provision 52.212-3, Offer representations and certifications-Commercial Items, should be submitted with the proposal. A copy of the Representations and Certification is available on the FAR website of the Internet or you may contact the Contract Specialist listen in This announcement. The following clauses are applicable to this requirement. FAR 52.212-4, Contract Terms and Conditions – 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items; and 52.212-1, Instructions to Offerors – Commercial Items.
