Description
THIS IS NOT A NOTICE OF RFQ ISSUANCE. THIS IS A SOURCES SOUGHT ANNOUNCEMENT NUMBER FA8601-11-R-0086 AND REQUEST FOR CAPABILITIES PACKAGES. THIS EFFORT IS CONSIDERED COMMERCIAL IN NATURE AND ANY RESULTANT CONTRACT WILL BE AWARDED IAW FAR PART 12. PLEASE NOTE THE SUSPENSE DATE FOR SUBMISSION OF CAPABILITIES PACKAGES IS 10 January 2011. The Operational Contracting Division at Wright-Patterson AFB OH, anticipates a competitive acquisition for the purchase of Time Resolved Picosecond LIF and Camera System. System specifications include: High Dynamic Range (1000:1) Capable fo detecting fully resolved 150 ps pulse with temporal resolution of at lest 5 ps Single-shot capability at 10HZ Capable of performing fluorescence lifetime measurement sof OH, NO, and CH in chemically reactive flows Pulse width between 100 ps to 170 ps Sweep frequency of 10 kHz Sensitivity: 200nm to 850 nm Simultaneous measurement of light intensity on temporal and spatial (wavelength) axis Capable of detecting large number of photns Computer system with a user interface for operating as well as acquiring time-resolved fluorescence spectroscopy signal Setup a picoseconds LIF experiment in a laboratory flame with the high-sweep camera at AFIT COAL laboratory Integration and training of AFIT personnel This sources sought synopsis is issued to determine if there are contractors capable of and interested in supplying the required item. Minimum system requirements can be found as an attachment to this announcement. All sources capable of providing the required items being sought. In addition to the information provided in the Capabilities Package described below, responding parties must also indicate their size status in relation to the applicable North American Industry Classification System (NAICS) code 423410, Standard Industrial Classification (SIC) code 5043 (size standard 500 employees). Sources should identify and address if they are a large, small, 8(a), woman owned, Hubzone, or otherwise classified as a small disadvantaged business in their responses. Any questions or concerns can be faxed to 937-257-3926 or 937-656-1412 or sent via email referencing number FA8601-11-R-0086. Be advised that all correspondence sent via e-mail shall contain a subject line that reads "FA8601-11-R-0086, Pico LIF & Camera System." Note that e-mail filters at Wright-Patterson are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e.,.exe or.zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson. If sending packages via e-mail, ensure only.PDF,.doc, or.xls documents are sent. The e-mail filter may delete any other form of attachments. CAPABILITIES PACKAGE: All interested firms should submit a capabilities package that outlines their firm's capabilities to provide the required system. The capabilities package should include enough information on a firm's proposal in order for the Government to determine if it meets the minimum system requirements.
