- Description
- The requirement is for the replacement of seven existing cooling towers at the NIST Steam and Chilled Water Generation Plant with eight new counter-flow towers and a total of 23,000 Tons cooling capacity. The new towers will feature state-of-the-art variable speed drives for fan units, efficient evaporative cooling cycles and fire-rated tower structures made of FRP products which will never rust or degrade from the harsh weather conditions. The design is planned such that work can be performed over the winter months while keeping the facility capacity for chilled water generation at 9,000 Tons. The project expands the existing concrete basin and effectively utilizes existing pumps, piping and electrical services during the integration of all new systems. New towers are factory manufactured then assembled in the field by qualified vendors meeting the specifications for field erected towers. Plans require specific phased construction sequencing to continue 100% operations of the chiller plant with critical milestones that must be attained before demolition of the existing towers and erection of the new tower systems. THIS PROCUREMENT IS 100% SET ASIDE FOR SMALL BUSINESSES. The standard classification NAICS code is 236220 -- Commercial and Institutional Building Construction. With a small business size standard of $33.5 million. The anticipated period of performance is 542 Calendar Days for two distinct construction phases of the new towers that will prohibit construction during the summer season of 2011. Detailed specifications and drawings will be issued with the solicitation. The magnitude of construction for the entire project is between $5M and $10M. Minority Businesses that seek assistance with bonding should contact MBDA - Minority Business Development Agency at www.MBDA.gov. Other Small Businesses should contact their Small Business Representative at the Small Business Administration. The Government intends to award a firm-fixed-price contract. Source selection will be based on a best value trade-off evaluation. The solicitation, solicitation amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/. The solicitation is anticipated for release to the vendor community on or about January 5, 2011 and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation available, telephone requests will not be honored, and no bidders list will be maintained.
