Description
NASA/JSC has a requirement for INVESTIGATING RADIATION PARTICLE INTERACTIONS WITHSILICON USING ANALYTICAL AND EXPERIMENTAL METHODS. NASA/JSC intends to purchase the items from Foster Consulting Services, LLC. Throughcompetitive small business set aside procedures, Foster was awarded two previous purchaseorders in 2008 and 2009. The work completed under these purchase orders has identifiedand corrected a number of shortcomings in the existing nuclear physics models beingapplied. Continuous work will allow for the application of these new and improved models to the problem of modeling modern micro-electric components. This will significantlyadvance the capability of NASA-JSC-EV's radiation modeling techniques. The duplication ofcosts and time that would be necessary if awarded to another contractor would beprohibitive to NASA.The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Adrian Clayotn at adrian.d.clayton@nasa.gov not later than 4:30 p.m.local time on January 05, 2011. Such capabilities/qualifications will be evaluated solelyfor the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.
