- This is a Total Small Business Set Aside requirement for theRemanufacture/Re-core of the A-10 Heat Exchanger. The contractor shallprovide all labor, facilities, equipment and all material to accomplishthe remanufacture/re-core, test, packing, preservation and packaging ofthe A-10 Heat Exchanger. A Firm Fixed Price, Indefinite DeliveryIndefinite Quantity (IDIQ) contract with an ordering period of five (5)years is contemplated. The solicitation number will beFA8118-11-R-0013. Solicitation will be issued on or about 6 January2011 and will close on or about 7 February 2011. Upon issuance of theCOMPETITIVE solicitation, all responsible sources may submit a bid,proposal or quotation which shall be considered by the agency. Thisnotice of intent does not in itself represent the issuing of a formalrequest for proposal and is not intended to be taken as such. Therequirements set forth in this notice are defined per PR FD2030-11-35977as follows: ITEMS AND QUANTITIES: CLIN 0001: Remanufacture/Re-core: NSN1660-00-618-3550, P/N: 744205-6; Noun: Heat Exchanger; Applicable toA-10 aircraft; Minimum Quantity: 5 each. Maximum Quantity: 50 each.The initial quantity ordered will be for the contract minimum of 5 each.CLIN 0002: Over and Above Work. CLIN 0003: Data and Reports (NotSeparately Priced). DELIVERY: Item 0001: 5 each 30 days after receipt of order andreparables. DESTINATION: To Be Determined IPE will be required. If unit price exceeds $5,000.00 then UID requirements will apply. QUALIFICATION REQUIREMENTS APPLY. For qualification information/sourceapproval requests contact Source Development Office, OC-ALC/BC(405)739-7243. Award will be based on meeting our requirements andcannot be delayed pending qualifications of additional sources.APPROVED SMALL BUSINESS SOURCES are: Wall Colmonoy - Cage 28063; EliteAerospace - Cage 1WFQ3. NOTE: An Ombudsman has been appointed to hear concerns from offerors orpotential offerors during the proposal development phase of thisacquisition. The purpose of the Ombudsman is not to diminish theauthority of the program director or contracting officer, but tocommunicate contractor concerns, issues, disagreements, andrecommendations to the appropriate government personnel. Whenrequested, the Ombudsman will maintain strict confidentiality as tosource of the concern. The Ombudsman does not participate in theevaluation of proposals or in the source selection process. Interestedparties are invited to call the Ombudsman at 405-736-3273. DO NOT CALLTHIS NUMBER FOR SOLICITATION REQUESTS. Electronic procedure will be used for this solicitation. IAW FAR 5.207(c)(15)(i), All responsible sources may submit a bid,proposal, or quotation which will be considered by the agency Based upon market research, the Government is not using policiescontained in Part 12, Acquisition of Commercial Items, in itssolicitation for the described supplies or services. However, interestedparties may identify to the contracting officer their interest andcapability to satisfy the Government's requirement with a commercialitem within 15 days of this notice.
