- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government from an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey. The U.S. Government is not obligated to notify respondents of the results of this survey. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this market survey. The Indian Head Division Naval Surface Warfare Center is seeking potential sources, pricing and scheduling for the pick-up and transport of spent acid from the IHD NSWC Nitration Branch to a facility that can unload and recycle/dispose of the spent acid. The Contractor shall provide a tanker truck calibration table. The calibration table will allow IHD NSWC to measure the tanker maximum capacity within the law. The tanker truck to be loaded must be clean and free of any residue. The Contractor shall be responsible for management and the cleaning of the tanker trucks. The tanker truck must be bottom unloading with a two (2) inch male cam and groove (cam lock) connection. All gaskets and o-rings shall be either Teflon or Viton. The tanker truck shall be stainless steel and suitable for hauling strong acids. The spent acid has a UN 1826 placard for transportation. Please see attached MSDS for PGDN spent acid. The Contractor must be able to handle at a minimum two (2) tanker truck pickups a week. IHD NSWC will give the Contractor three (3) days notice before a scheduled pick up date. The tanker truck shall be at Bldg 781 between 7:00 am to 10:00 am. The Contractor shall handle both the transportation and the disposal (either by recycling or by some other means). The pricing shall include both the transportation and the disposal of the spent acid. IHD NSWC employees will be responsible for loading the spent acid on the tanker truck. All interested sources shall provide a summary of their company ™s capabilities including organization name, address, calibration processes, inspection capability, personnel, and past experience. It is also required to provide a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, DUNS number, and CAGE Code.
