- The James H. Quillen Medical Center in Mountain Home, Tennessee intends to award a sole source contract to Semper Tek, Inc to provide Design/Build to correct patient safety issues in the Cardio Cath Lab. The intent of the work for this project is to renovate the HVAC system in the Cath Lab of Building 200. The current HVAC system is to be brought up to the Operating Room specifications for air changes, air quality, and air flow. Work includes but is not limited to replacement of all ductwork with stainless steel ductwork downstream of the existing duct silencers to the procedure room and new Hospital Opeerating Room Diffusers (HORD) system; replace all supply ductwork with stainless steel ductwork downstream of the VAV box to the equipment closet; add one return register at a low location (6"-12" AFF), opposite the other return grills in the room; replace the rooftop air handling unit. Reconfigure existing design for a newly selected 100% fresh air cooling coil, 100% fresh air heating coil, and replace return fan section with an exhaust fan section. New rooftop air handler should fit inside the existing air handlers footprint and is not to exceed the roofs dead load limits; provide a new 75 ton condensing unit to replace the chilled water cooling unit; remove existing chilled water piping back to the main and cap; provide new DX piping between the new condensing unit and the new air handling unit; re-work steam piping (re-size if necessary), including one additional coil. provide new traps, isolations valves, etc; provide new controls for new air handling unit. Re-commission controls for constant volume and variable boxes that serve the space. Provide new controls for the new condensing unit; rework sprinkler heads within area of renovated ceiling. This is a sole source procurement under the authority of 41 U.S.C. 253(c) (2) - Other than Full and Open Competition pursuant to FAR 6.302-2. This Special Notice is NOT a request for competitive quotes, as the urgency of correcting patient safety presents an Unusual and Compelling Urgency to fulfill this requirement. A delay in award could result in serious injury to the James H. Quillen VA Medical Center, as well as compromise patient safety. NAICS code 236220 is applicble to this solicitation and the business size standard is $33.5M. The VA anticipates this requirement will be awarded at a fair and reasonable price.
