- This is a combined Synopsis/Solicitation/Notice of Intent for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are not being requested, and a written solicitation will not be issued for the solicitation number NIAID-NOI-11038, Notice of Intent. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-47, December 13, 2010. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a small business. The associated North American Industry Classification System (NAICS) Code is 334516, which has a size standard of 500. The National Institute of Allergy and Infectious Diseases (NIAID) intends to procure a modular system on a sole source basis from Lonza Walkersville, Inc. Item/Description/Quantity: 1) AMAXA 4D-Nucleofector X-Unit, # AAF-1001X, qty-1; 2) AMAXA 4D-Nucleofector Core Unit, #AAF-1001B, qty-1; 3) AMAXA 4D-Nucleofector 96-well Shuttle, AAM-1001S, qty-1; 4) AMAXA 4D-Nucleofector 96-well Shuttle Rack, AXA-1001, qty-1; and 5) AMAXA 4D-Nucleofector Guarantee 2 year Ext. The system must be capable of the following specifications: 1) nuclear DNA delivery; 2) high post-transfection viability; 3) high transfection efficiency; 4) GMP-compliant protocols and reagent availability; 5) high throughput capability. This is the only known instrument that offers the most efficient transient transfection, and it uniquely delivers the nucleic acid to the nucleus of the target. The GMP-compliant protocols and reagents have been formulated specifically for this system and for the cell lines most frequently utilized by the lab. Delivery to be made no more than 45 days after receipt of order. Place of delivery Gaithersburg, Maryland 20878. Award will be based on meeting the following: 1) salient characteristics, 2) price, 3) warranty, and 4) delivery. The FOB point shall be Destination. This will be a firm-fixed price contract. The following Federal Acquisition Regulations provisions and clauses apply to the acquisition: FAR 52.212-1 Instructions to Offerors Commercial Items; Far 52.212-2 Evalutaion Commercial Items; Far 52.212-3 Offeror Representation and Certifications Commercial Items; Far 52.212-4 Contract Terms and Conditions Commercial Items; Far 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items; and FAR 52.232.33. Payment by Electronic Funds Transfer-Central Contractor Registration (Oct 2003). A completed copy of provisions at FAR 52.212-3 Offerors Representation and Certifications Commercial Items must be included with submission, which can be found at Online Representations and Certifications Application (ORCA) https://orca.bpn.gov. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
