Description
NASA/MSFC has a continued requirement for the sustained production of Non-OxideAdhesive eXperimental Revision D, or NOAX-D, and the associated processes, in supportof the remaining Space Shuttle Missions beyond January 31, 2011. NASA/MSFC intends to purchase the items from ATK Launch Systems, pursuant to FAR 6.302-1,which implements the authority of 10 U.S.C. 2304(c)(1) for acquisition of supplies orservices from only one source and no other supplies or services will satisfy agencyrequirements. As such, this mission-critical repair material is available from only onesource and no other supplies or services will satisfy agency requirements this is anoncompetitive procurement. Competition is impractical for the following reasons: 1. The development of an on-orbit Crack Repair Material (CRM) for the Space Shuttleorbiter wing leading edge represented a state-of-the-art technological advancement fromthe culmination of several years of evaluation and testing. This advancement is based inpart upon the CRMs ability to be applied in the harsh environs of space and stillsurvive the high temperatures of re-entry. Before the base NOAX-D production contract wasawarded, potential manufacturers were eliminated from consideration due to sub-standardCRM performance in the harsh application environment, restrictive development costs, andschedule constraints. As it remains, NOAX-D supplied solely by ATK, is the only knownrepair material to perform in accordance with the technical requirements imposed by theShuttle Program. 2. ATK Launch Systems is the successful developer of NOAX-D, a mission critical repairmaterial. In addition, ATK alone possesses exhaustive experience with this materialranging from formulation, synthesis, packaging, and application of NOAX-D. Fromdevelopment, preparation, through delivery of this highly specialized material, ATK hassuccessfully performed these processes, meeting the mission essential requirements.Currently, as the CRM experts, ATK is the only qualified vendor that can produce NOAX-Dfor the Agency. A change in source at this point would require an interruptivere-qualification and certification process causing unacceptable budget and scheduleimpacts. 3. This acquisition represents a continuation of effort for the production of the NOAX-Dmaterial. The expense and schedule required to mature another adhesive and qualifyanother vendor to this level would be prohibitive and serve as interruption to themission critical delivery of NOAX-D. The Government does not intend to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon December 31, 2010. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.NASA Clause 1852.215-84, Ombudsman, is applicable.
