REQUIREMENT: The VA is seeking expressions of interest from fee title property owners, or their duly authorized representatives, willing to execute a no cost, assignable option to purchase a site, or an assemblage of sites, or to obtain a donated site, containing six to eight acres of land capable of accommodating a one story 25,000 net usable square foot building with 200 surface parking spaces. The VA is also seeking expressions of interest from existing building owners and representatives that can meet the requirement. The VA reserves the option to conclude the site search and continue the procurement fulfilling the requirement with an existing building if it is in the best interest of the VA. Upon selection of the site and execution of the assignable purchase option, VA will conduct procurement and select a developer. VA will assign the purchase option to the developer to purchase the optioned site, the developer will construct and lease back to the VA a medical office building for up to 20 years. Delineated area: The delineated area is as follows: From the: Binghamton VA Outpatient Clinic Garvin Building 425 Robinson Street Binghamton, NY 13901 No more than 12 Miles West No more than 5 Miles East No more than 7 Miles North No More than 5 miles South Expressions of Interest Should Include: 1. Offers name, address, telephone # and e-mail address 2. Each property submitted shall include: a. address b. aerial map clearly identifying the property c. If an existing building: i. picture of the building ii. age of the building iii. total size, number of floors and average floor size iv. floor plan of the proposed space v. proposed rental rate vi. site plan, detailing proposed parking d. If a developable site: i. picture of the site ii. topography map or description of the topography of the site iii. size of the site iv. clear designation of the offered site 3. Evidence that the property is outside the 100-year flood plain.
