- The General Services Administration (GSA) is issuing Refresh #6 to solicitation number FBGT-GG-050001-B for Multiple Award Schedule 48 Transportation, Delivery & Relocation Solutions which is effective on December 17, 2010. In compliance with FAS Instructional Letter (IL) 2010-09, this Refresh #6, implements the Requirement for Reporting Executive Compensation and First-tier Subcontract Awards. The new Federal Acquisition Regulation (FAR) clause, 52.204-10, is required in all solicitations, existing contracts, and new contract awards valued at $25,000 or more that are not classified or awarded to an individual. In general, the reporting requirements require that all contractors report first-tier subcontract award information and annually report the contractor's and first-tier subcontractors' five most highly paid executives for the contractor and subcontractor's preceding completed fiscal year. The requirements originated from the Federal Funding Accountability and Transparency Act of 2006 (Pub. L. 109-282), aimed at empowering the American taxpayer with information that may be used to demand greater fiscal discipline and accountability from the Federal Government. Resultant contracts will be indefinite delivery, indefinite quantity (IDIQ) contracts under GSA's Multiple Award Schedule program. Current contract holders under Schedule 48 for Transportation, Delivery & Relocation Solutions do not need to re-apply. All responsible sources may submit an offer, which shall be considered by this agency. Contracts under this solicitation will have a contract period beginning on the date of award, and lasting for five years unless canceled or terminated. Three five-year option periods are possible under this contractual action. The purpose of this solicitation is to provide a vehicle for all Government agencies to obtain quality transportation, delivery and relocation services when required from qualified and experienced contractor(s) under a GSA Multiple Award Schedule in an efficient, streamlined, and cost effective manner in accordance with applicable statutes and regulations. Services covered under Schedule 48 are: ground passenger transportation services, rental supplemental vehicle services, transportation consulting, domestic delivery services, local courier delivery services, employee relocation services, office relocation services, transportation service providers and long term lodging services. The previous edition of this solicitation will not be accepted after January 15, 2010. The following Special Item Numbers (SINS) are scheduled to be offered at a future date (as yet undetermined) through the TDRS “ Schedule 48.
