- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This solicitation number is RFQ-1909318 and solicitation is issued as a Request For Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-47. The North American Industry Classification (NAICS) is 541990 and the Standard Size is $7.0 million. Clathrin and dynamin are two major endocytosis related proteins. They have been widely studied, however all the reported studies used knockdown or ingibitor methods to partially block the function of clathrin or dynamin. In order to further study the mechanism of endocytosis, the researchers at NINDS need to completely disrupt the function of clathrin or dynamin. Hence, the need to generate clathrin and dynamin conditional knockout mice. The National Institute on Drug Abuse (NIDA), Office of Acquisitions Station Support Simplified Acquisitions on behalf of the National Institute of Neurological Disorders and Strokes (NINDS) seeks to procure two (2) targeted knockout mice. This involves several steps: generation of a DNA construct, electroporation of the construct into stem cells, injection of those stem cells into blastocysts, implantation of the blastocysts into pseudopregnant females, genotyping and mating of the animals grown from those blastocysts. Quotations must be good for 60 days after close of solicitation. Shipping must be Free on Board (FOB) Destination. Destination is Bethesda, Maryland. Period of performance is about eighteen (18) months from date of award. To be eligible for an award, offeror must be registered with the Central Contractor Registration (CCR) at website http:www.ccr.gov. The selected offeror must comply with the following commercial item Terms and Conditions, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications Commercial Items, must be included with its offer; FAR 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
