Description
The US Army Corps of Engineers, New York District intends to issue a Request for Quote (RFP) to award a janitorial services contract located at U.S Armed Forces Recruiting Station, 63 Market Street, Potsdam, NY 13676 for base year plus four option years. Janitorial cleaning services will normally be provided on a three day per week basis. This solicitation is being conducted under the Simplified Acquisition Procedures specified under FAR Part 13. This solicitation is set aside for 100% small business concerns. All responsible small business firms may submit a quotation, which if timely received, shall be considered. The RFQ will be evaluated based on price with award being made to the lowest responsible offeror. The associated NAICS Code is 561720 and the small business standard size is $16.5 million. All janitorial Employees will have a background check investigation and an identification card, issued by janitorial vendor. a. Local Background Checks: Most, if not all Police agencies can provide an individual a document, commonly called a Letter of Good Conduct, that indicates whether they have a criminal record in a particular jurisdiction. An individual could go to the Police department in the town/county where they reside and simply request the document. b. Other Background Checks: There are many private companies that conduct pre-employment criminal background checks for employers. This type of check requires the full name of the applicant and address. In some locations a signed release is also required from the applicant. c. Non-US Citizen: The Department of Homeland Security has a pilot program that employers can join, at no fee, that allows them to conduct a social security verification check and immigration check on an alien employee. This program is currently available to employers in a several States to include New York. For more information, please contact the Department of Homeland Security Systematic Alien Verification for Entitlements Program at 1-888-464-4210. d. The contractor will be required to provide identification cards to their employees who will provide services in recruiting offices. These identification cards should include as a minimum, the name of the company, a clear legible employee photograph at lease one by one and a quarter (1.25) inches, the employees name, signature, date of birth, eye color, sex, height, weight, and the signature, date and phone number of the company representative issuing the card. The identification card should be made tamper proof by laminating it in plastic. The employee will maintain the card on their person and present it to the government officials when requested. The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Paper copies of this solicitation and amendments, if any, will not be available or issued. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) ( www.ccr.gov ). Business opportunities can be located on Federal Business Opportunities (www.fedbizopps.gov) or the Army single Face to Industry (ASFI) Acquisition Business Web Site https://acquisition.army.mil/asfi. There will be no automated email notification of amendments. To keep informed of changes: Check www.fedbizopps.gov frequently. Some contractor tools are the following: 1. Subscribe to the Mailing List for the specific solicitation at Federal Business Opportunities (www.fedbizopps.gov) or utilize the Vendor Notification Service in ASFI ( https://acquisition.army.mil/asfi ). Project specification files and drawings are portable document files (PDF) and can be vie wed, navigated, or printed using A5. Internet Explorer 6.0 the recommended Browser. Required Central Contractor Registration (CCR) applies to this procurement. Prospective contractors must be registered in the Department of Defense (CCR) Database prior to award. Lack of registration in the CCR will make an off error ineligible to download the solicitation and for award. Information on CCR registration and annual confirmation requirements may be obtained by calling 1-888-227-2423 or via the Internet at http://www.ccr.gov. Solicitation for W912DS-11-T-0003 quotations are due 27 December 2010 no later than 2:00 PM (Eastern Standard Time). Faxed quotes will be accepted.
