Description
The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) intends to award a sole source firm fixed price purchase order to Ruchman and Associates, a small business firm, 8221 Preston Court, Jessup, MD 20794-9368, for Customer and Administrative Support Services. A Fixed Price, Labor Hour is contemplated with an estimated value of $244,924.00 for the four month period. The period of performance will be January 01 through April 30, 2011. Ruchman currently performs these services and current employees hold an ATF security clearance. The North American Industry Classification System (NAICS) Code is 561110 with a size standard of $7 million dollars. Any award resulting from this requirement will be issued pursuant to FAR Part12, Acquisition of Commercial Items-FAC 2005-46 effective September 29, 2010. All prospective contract personnel must undergo a personnel security background investigation which usually takes between 90 and 120 days. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. If you feel that your firm possesses the ability to provide this product, interested parties may submit technical literature showing their capability of meeting the Governments requirement by December 27th, 2010 at 1:00 PM EST. Any response to this notice must show clear and convincing evidence that competition of this extension period would be advantageous to the Government. If no affirmative written response is received, the purchase order will be issued without further notice. A determination by the Government not to compete this contract extension period based on this notice is solely within the discretion of the Government.
