- Solicitation Number: W9124M-11-Broad Absorption Chiller Maintenance Notice Type: Sources Sought Synopsis: THIS IS A SOURCES SOUGHT ANNOUCEMENT ONLY. There is no solicitation at this time. This synopsis is issued for the sole purpose of conduction market research in accordance with the Federal Acquisition Regulation (FAR) Part 10. The U.S. Army Mission and Installation Contracting Command, Ft. Stewart, Georgia is seeking qualified sources, certified by the chiller manufacturer Broad, to perform maintenance on two (2) Broad 1600 Ton Double Effect Steam Fired Lithium Bromide Absorption Chillers, with the goal to restore the chillers back into the original factory specifications and achieve peak performance as specified by the manufacturer (Broad). The contractor shall have all of the training and certifications by the Broad Chiller manufacturer to service and repair a 1600 Ton Double Effect Steam Fired Lithium Bromide Absorption Chillers. Contractor shall be certified in 1600 Ton Double Effect Steam Fired Lithium Bromide Absorption Chillers controls and be qualified and certified to calibrate all sensors and controls on the chillers. Specifically, the contractor will be required to comply with the following statement of work in regards to maintenance: Provide and install recommend Lithium Chromate inhibitor and alcohol in chillers. Run chillers and check operation. Contractor shall connect and operate the existing external bromide solution filter to filter out copper particles suspended in the lithium bromide concentration. Run chiller and check chiller set points and operating parameters. Reset set points if out of parameters of factory specifications. Provide report with any recommendations or concerns. Take samples of lithium bromide solution in chillers and send to a certified laboratory for analysis. Provide analysis report to Government COR and Inspector. Start up and bring both chillers online achieving peak performance as specified by the manufacturer by delivering the proper Delta T on the chilled water output with the maximum flow rate output as designed by the chiller manufacturer. This will include performing calibration of controls and tuning both chillers to the original factory specifications to achieve peak performance chilled water output Delta T of 10 degrees or as specified by the manufacturer as peak performance of these chillers. If the contractor cannot calibrate and tune the chillers to bring both chillers to original factory specifications and achieve peak performance as specified by the manufacturer. The contractor shall provide a written diagnostic report stating the cause of the problems and the extent of repairs necessary to bring the chiller back to peak performance as specified by the Broad Chiller manufacturer for the COR, Government Inspector and Plant Supervisor. All interested contractors have six (6) business days from the publication date, 15 December 2010, of this synopsis to submit their company's information. This information must include evidence of capabilities, certification and experience in the criteria above. In addition the contractor must be registered in the Central Contractor Registration (CCR). Specifically, the contractor will be required to provide the following information: Type and size of chillers serviced and repaired. Years of experience servicing chillers. Evidence of certification and training necessary to service Broad manufactured chillers. Demonstrate performing work of similar magnitude, size, and/or type. The contractor shall provide value and description of contracts performed in the past five (5) years that are of similar nature. Business size.
