- Description(s): SOURCES SOUGHT SYNOPSIS / REQUEST FOR INFORMATION Logistics Integration Support in Research and Development (LISRD) I. Purpose. A. This is a sources sought synopsis for market research purposes only, and is not a Request for Proposal (RFP). A solicitation is not being issued at this time and this notice shall be not be construed as a commitment by the Government to issue a solicitation, nor does it restrict the Government to a particular acquisition approach. The Government does not intend to pay for any information provided under this synopsis. The Government will not be responsible for any costs incurred by responding to this Notice. B. This sources sought is being published to identify potential sources for the Logistics Integration Support in Research and Development (LISRD) acquisition. This effort will provide support for the Air Force Research Laboratory, Propulsion Directorate (AFRL/RZ-West), Edwards AFB, CA. The NAICS Code for this proposed requirement is: 561210 "Facilities and Support Services". The size standard for NAICS 561210 is $35.5M. Comments on this NAICS and suggests for alternatives must include supporting rationale. This NAICS Code is subject to change if necessitated by the responses to this Sources Sought. II. Requirement. A. AFRL/RZ-West is seeking sources to perform on-site, professional, high quality, efficient and effective, performance-based Logistics Integrated Services for Research and Development support. The contemplated acquisition will consist of services that are detailed in the attached Performance Work Statement (PWS). B. The Contractor shall provide all necessary documentation, personnel, supervision, equipment, tools, labels, personal protection equipment, materials, vehicle(s), fork lift with driver, pallet jack, cell phones, pagers, and other items and services necessary to perform continuous Logistics Materiel Control Activity (LMCA) functions during normal business hours Normal business hours are 0730 to 1630 hours, Monday through Friday, excluding government-observed holidays or any other day designated by federal statute, Executive Order, or Presidential Proclamation. The government may alter normal business hours by written notice (e.g. to adopt a 4-day 10-hour week). The contractor shall ensure that all support provided under this activity are continuously available during normal business hours. C. The Contractor shall be responsible for the resources necessary to support the acquisition, accountability, and disposition of supplies and equipment in support of the AFRL Mission. Associated LMCA functions entail, but are not limited to, the management of the: Customer Support Unit; Equipment Control Unit; Material Handling Unit; as well as support of the Government Purchase Card processes. The Contractor shall also maintain inventory management (i.e., of equipment authorized accountability requirements), inventory records (i.e., Automated Material Control System requirements), the Information Processing Management System; and Automated Data Processing Equipment records. The contractor shall administer short-, medium-, and long-term storage for numerous types of materiel. Execute the control and distribution of required materiel, and engage in processing supply and equipment requisitions, purchase requests, inventory, receipt and delivery of materiel, materiel storage, as well as disposition of scrap or excess materiel. D. Background 1. The primary work location for this LMCA support is the Air Force Research Laboratory located at Edwards AFB, CA (AFRL/RZ-West). AFRL/RZ-West is remotely located on Edwards AFB and is supported by LMCA in Building 8460. This LMCA building provides more than 43,000 square feet (sq ft) of warehousing, which supports the daily incoming and outgoing shipments and deliveries for the site. 2. LMCA operations may require frequent movement of objects weighing more than 25-50 pounds, as well as, objects weighing more than 350 pounds. The Contractor may require the use of pallet jacks, forklifts, or other equipment, not provided by the government, to facilitate warehouse activities. III. Inquiries. A. All interested offerors must have a Commercial and Government Entity (CAGE) code. As well as, be registered in CCR and ORCA to be eligible for contract award or payment from any Department of Defense activity. Information on registration and annual confirmation requirements may be obtained at (https://www.bpn.gov). IV. Reply. A. The Government is requesting that interested offerors feeling they can fully support this requirement furnish the following information: 1. Company name, address, point of contact, telephone number, Duns & Bradstreet Unique Numbering System (DUNS) number, Central Contractor Registration (CCR), and Commercial and Government Entity (CAGE) code and e-mail address. 2. Type of business, i.e., small, small disadvantaged, woman-owned, HubZone, serviced-disabled veteran-owned small business, large business, etc. under North American Industry Classification System (NAICS) 561210 which contains a size standard of $35.5M. 3. Under which NAICS does your company usually perform all the services identified in the attached PWS. Please include the rational for your answer. 4. Information should include a brief description of experience in providing the type of support described above. Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts directly relating the attached PWS performed within the last three (5) years. Include name, address, telephone number, and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value, and period of performance. 5. Information packages should be limited to no more than three (3) pages. B.
