- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting/default.aspx. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Contracting webpage serve as alternatives if the FBO website is unavailable. NAVSURFWARCEN Crane Division has a requirement for engineering support of the AN/SPY-1D (V) Radar crossed field amplifiers to increase reliability, improve performance, and reduce acquisition costs for the AEGIS Program. Engineering and technical services include quality and configuration management support, systems integration, manufacturing transitioning, manufacturing engineering and technology support, engineering analyses, failure and field performance analysis, environmental stress screening, engineering change proposal analysis/preparation, design, design review, test and evaluation, engineering drawing maintenance, program management, and diminishing manufacturing services. This solicitation will utilize sole source procedures for both OEM qualified sources, L-3 Communication Corporation in Williamsport, PA and Communication and Power Industries, Beverly, MA, yielding Indefinite Delivery/Indefinite Quantity IDIQ Cost plus Fixed Fee contracts with an ordering period of five years from the contract award date. The basis for restricting competition is the proprietary information/data rights owned by L-3 and CPI who retain proprietary information about the radar system. Delivery will be specified in individual orders with technical direction provided by technical instructions. The Contractor must be registered in the Central Contractor Registration database, located at http://www.ccr.gov. The North American Industry Classification System (NAICS) Code for this procurement is 541330 and the size standard is $4.5M, Federal Supply Class R425 The solicitation will be available on or about 24 January 2011 at the three websites listed above. Interested parties can download the solicitation from the three websites listed above, for no hard copies of the solicitation will be mailed. All qualified/responsible parties may submit a proposal for this procurement, which will be considered by the Government.
