- NASA Ames Research Center (ARC) Small Spacecraft Division has a requirement formission operations and ground support services and associated research and development oftechnologies and processes critical to support flight missions. This requirement includesdevelopment of documentation such as Mission Operations Plan and Procedures, Test andVerification Reports, Space to Ground Segment Interface Control Documents, and MissionReview presentations, support to project development and management, and advanced payloadand aerospace technology development. The anticipated period of performance isapproximately 21 months (through September 15, 2012).The Government does not intend to acquire a commercial item using FAR Part 12. NASA/ARC intends to procure these services on a non-competitive basis from Santa ClaraUniversity (SCU). FAR 6.302-1(a)(2)(iii) allows for the continued provision of highlyspecialized services to be deemed available only from the original source when the awardto any other source would result in substantial duplication of cost to the Governmentthat is not expected to be recovered through competition or unacceptable delays infulfilling the agencys requirements. SCU is the only organization that has the currentcapability and resources to communicate with the ARC Nanosatellite spacecrafts and hasprovided mission operations support for all NASA Nanosatellite Missions to date. Specificscheduled missions that SCU is expected to support include Organics and OrganismsExposure to Orbital Stresses (O/OREOS), MisST, and Mission of Opportunity (MOO) 2.Although the Government does not anticipate competition, interested organizations maysubmit their capabilities and qualifications to perform the effort via email to theidentified point of contact not later than 10:00 a.m. local time on December 30, 2010.Such capabilities/ qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis.Oral communications are not acceptable in response to this notice.NASA Clause 1852.215-84, Ombudsman, is applicable.
