Description
This is a COMBINED SYNOPSIS / SOLICITATION for commercial items prepared in accordance with the format in the Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. The National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the vendor providing the best value to the Government. This announcement constitutes the only solicitation issued as Request for Quotation (RFQ) Q1580110066. A WRITTEN SOLICITATION WILL NOT BE ISSUED. FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2005-46 and are available in full text through Internet access at http://www.acqnet.gov/far. This RFQ is 100% set-aside for small business concerns. All small business concerns may submit a quotation which shall be considered by the National Park Service (NPS). The North American Industry Classification System (NAICS) code is 114111 and the small business size standard is $4.0 million dollars. QUOTES ARE DUE for this combined synopsis/solicitation on December 30, 2010, at 4:30 PM Mountain Daylight time and shall be delivered by the specified time to the National Park Service, Mammoth Supply Center, Bldg 34, Yellowstone National Park, Wyoming 82190, ATTN: Contracting Office. Faxed quotes are preferred with all required documentation. No oral quotations will be accepted. Offerors must furnish the company name, DUNS number, address, phone and fax number, email address if available, and official point of contact. All offerors must be signed by authorized company official and faxed to 307-344-2079 or emailed to stacy_vallie@nps.gov. All questions regarding this solicitation should be faxed or emailed to stacy_vallie@nps.gov. Yellowstone National Park requires the repair of gill nets. Quoted price shall include net pick-up by the contractor from Stephens Creek near Gardiner, Montana, in Yellowstone National Park and delivery of the repaired or replacement nets to Mammoth Supply Center, Mammoth Hot Springs, Yellowstone National Park, Wyoming 82190, no more than 120 days after award of contract. Following is a description of the requirements: I) BACKGROUNDThe National Park Service (NPS) has an intensive lake trout removal program in place on Yellowstone Lake, Yellowstone National Park. The main type of gear used in this effort is gill nets. These nets suffer a great amount of wear and tear through normal use and the park currently has 112 nets in need of repair and net boxes for hauling and storing these nets. Lake trout, exotic to the Yellowstone region and discovered in Yellowstone Lake in 1994, are highly predatory and in other lakes of the West where they have been introduced, native cutthroat trout have been virtually eliminated. Since discovery of lake trout in Yellowstone Lake in 1994, biologists have removed almost 600,000 lake trout with an aggressive gill netting program. However, increasing numbers of lake trout have been removed each year, and the native cutthroat trout have not rebounded to pre-lake trout levels. A Science Panel convened in August 2008 to conduct a critical review of the NPS effort and recommended a significant surge in netting is immediately needed to force a decline in the lake trout population. II) PURPOSEThis Scope of Work has been developed in order to have 112 gill nets repaired or replaced for future use and to obtain adequate net boxes (2-4 nets per box) for the transport and storage of these nets. III) WORK DETAILSGill nets are currently stored at Stephens Creek inside Yellowstone National Park, just outside of Gardiner, Montana 59030. Nets are currently being stored in plastic garbage bags, one net per bag, and stowed in a covered trailer. The successful bidder must pick up the nets at Stephens Creek in a timeframe that will allow for timely repair or replacement of the nets and delivery back to Yellowstone no more than 120 days after award of contract. Condition of the nets range from poor (requiring that the remaining mesh be stripped from the lead and float lines and replaced with new mesh material) to good (requiring some mesh removal with mending and replacement panels added to the nets). In some instances, lead line will need replacing. It is expected some (less than a quarter) of the float lines will also need to be replaced or restrung with deep-water floats. See Table 1 below for details. The repaired nets must be in new condition and constructed according to the specifications listed below. In some cases, the successful offeror may want to replace the worn net with a new net. In these instances nets should meet all specifications listed below and be 300 feet in length (mesh length). IV) CONTRACT TYPEThe National Park Service contemplates award of a firm fixed price contract as a result of this combined synopsis/solicitation to the offeror providing the best value to the Government. V) EVALUATION FACTORSa) Price;b) Past Performance: Please provide three references, including name of company, name of company contact, phone number and email address for companies you have conducted similar services for as described in this solicitation. VI) TIMELINENets are currently available for pick-up by the successful offeror. Overall quotation shall include the cost to repair or replace nets, net boxes (2-4 nets per box) and the cost of pick-up and delivery of the nets to Yellowstone National Park, Wyoming 82190, no more than 120 days after award of contract. VII) GILLNET SPECIFICATIONSa) Lead Line All nets have been constructed with either 30-lb lead core line or line with external lead weights. All external lead lines will be replaced with 30-lb lead core line. Any new or replacement lead lines will also be constructed with 30-lb lead core line. In cases where lead lines require splicing, all splicing must be finished with no rough edges so as to prevent meshes from catching.b) Float Line Nylon, poly foam float, or polypropylene lines (e.g. Starbrite or Grass meter), constructed with plastic deep water corks. Current condition of the float lines on these nets is poor to good due to wear and tear from normal use and occasional excessive stretching of the line when improperly retrieved. Lines should be replaced if not in good condition with polypropylene lines. In instances where deep water corks are not present, they must be added. As with the lead lines, all splicing must be finished with no rough edges so as to prevent meshes from catching.c) Bridle Construction same as float line (either poly foam float line or polypropylene) with short phrases (9 in or less) to minimize tear out and twisting. To facilitate efficient and simple means of ganging multiple nets, bridles must have ears (looped float and lead lines) at each end.d) Net Length current net lengths range from 215 to 330 ft (average is 285 ft). In cases where nets are replaced, new nets should measure 300 ft in length (mesh length). Nets substantially shorter than 300 ft should have additional lines and mesh added to bring it up to 300 ft. Net length should be written on each net as it is mended. e) Mesh Twine Size all mesh should be constructed with size 69 twinef) Seaming Twine 9 thread tarred/coatedg) Phrase Length Phrase length must be short (9 in or less) to minimize floats entangling in mesh, to keep meshes close to lead and float lines, and to ensure proper hanging when deployed. All meshes must be hung on a double selvage and hung on basis.h) Net Boxes Nets must be delivered in net boxes, with 2 to 4 nets per box. Boxes should be of a rigid -in plastic/rubber polymer vacuum-formed for durability, easy handling, and easy stacking and storage with dimensions of 36 in x 24 in at the top, tapered sides to a bottom of 28 in x 16 in. Depth should be 11 in. Pictures are available for reference if needed. Table 1. Specifications of gill nets to be repaired or replaced. Fifty nets have external lead lines which will need to be replaced with 30-lb lead core line. Of the remaining 62 nets, 18 are in poor condition, 40 are in fair condition, and 4 are in good condition but will need panels of mesh replaced. The following clauses, as cited in clause 52.212-5 are incorporated into this solicitation and subsequent contract 52.219-6, 52.219-28, 52.222-03, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.232-33, 52.222-41, 52.222-42 Clause 52.223-10, Waste Reduction Program - "Recycling" means the series of activities, including collection, separation, and processing, by which products or other materials are recovered from the solid waste stream for use in the form of raw materials in the manufacture of products other than fuel for producing heat or power by combustion. "Waste prevention" means any change in the design, manufacturing, purchase, or use of materials or products (including packaging) to reduce their amount or toxicity before they are discarded. Waste prevention also refers to the reuse of products or materials. "Waste reduction" means preventing or decreasing the amount of waste being generated through waste prevention, recycling, or purchasing recycled and environmentally preferable products. (b) Consistent with the requirements of Section 701 of Executive Order 13101, the Contractor shall establish a program to promote cost-effective waste reduction in all operations and facilities covered by this contract. The Contractor's programs shall comply with applicable Federal, State, and local requirements, specifically including Section 6002 of the Resource Conservation and Recovery Act (42 U.S.C. 6962, et seq.) and implementing regulations (40 CFR part 247). Prohibition on text Messaging and Using Electronic Equipment Supplied by the Government While DrivingExecutive Order 13513, Federal Leadership on Reducing Text Messaging While Driving, was signed by President Barack Obama on October 1, 2009 (ref.: http://edocket.acce4ss.gpo.gov/2009/pdf/E9-24203.pdf). This Executive Order introduces a Federal Government-wide prohibition on the use of text messaging while driving on official business or while using Government-supplied Equipment. Additional guidance enforcing the ban will be issued at a later date. In the meantime, please adopt and enforce policies that immediately ban text messaging while driving company-owned or -rented vehicles, government-owned or leased vehicles, or while driving privately owned vehicles when on official government business or when performing any work for or on behalf of the government. The Office of the Acquisition and Property Management will issue additional policies and procedures on implementing the Executive Order in the Department of the Interior Acquisition Regulation.
