- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is for the furnishing of all supervision, labor, materials, equipment, tools, etc., required for the fleeting of barges for Old River Lock, Pointe Coupee Parish, Louisiana. This is a combined synopsis/solicitation for the purchase of the following commercial services: CLIN 0001 Fleeting of Two Flat Deck Barges with Lock Gates for a period of two years CLIN 0002 (Optional) Fleeting Services of Two Flat Deck Barges (This optional CLIN will provide fleeting of two flat deck barges for an additional year CLIN 0003 (Optional) Fleeting Services of Two Flat Deck Barges (This optional CLIN will provide fleeting of two flat deck barges for an additional year). Description of Requirements is as follows: See the below statement of work which applies to the Base Period and all option periods, the attached Wage Rates WD-96-0280 (Rev.-22) was posted on www.wdol.gov on 6/22/2010, and FAR Clauses. 1.) Scope: The work to be performed under this contract includes the fleeting (storing) of 2 flat deck barges with the old miter gates for Old River Lock within 5 days after issuing the notice to proceed. Storage will be for a two year period with the option to extend services for up to an additional two years (through on or about January 2015). Barges are to be stored in the Old River Navigation Canal and must be secured at all times. The Contractor shall assume all liability for barges and contents while being stored in their fleet. The Contractor shall provide all labor, supervision, administration, tools, materials, rigging, equipment, transportation necessary to perform the work. The Contractor shall coordinate pick-up of the barges from Terrell River Service in Lettsworth, LA. 2.) Contractor-Furnished Services/ Materials: Upon receiving the barges the Contractor takes full responsibility of the barges and contents including but not limited to: 24 hour mooring, pumping of barges if needed, moving barges around the fleeting area due to rise and falling of the river, maintaining lighting for navigation purposes, notifying Corps personnel in case the cribbing or wire rope rigging attached to the contents of the barge is failing or broken which could lead to possible contents damage. The contractor shall deliver the barges to the Old River Lock upon a 12-24 hour notice from the Corps of Engineers. Barges are to be moored in a location agreed upon by the Lockmaster of the Lock. 3.) Pre-Work Submittals: Prior to taking delivery of barges, the Contractor shall submit for approval a detailed plan of work identifying the steps he shall follow for the work procedures necessary to fleet and secure the barges. 4.) Loss Or Damage. Any loss or damage during the storage will be the responsibility of the Contractor and shall be replaced or repaired without cost to the Government. 5.) Measurement and Payment: Payment shall be in the form of a lump sum payment for work accomplished by this scope of work. Quality Assurance Surveillance Plan (QASP), Wage Determination, and corresponding FAR Clauses for this solicitation are attached as separate files. This action will be Total Small Business Set-Aside, the applicable North American Industry Classification System (NAICS) code is 483211 and the business size standard is 500 employees. The requirement will be procured as a firm fixed price contract. The basis of award will be the offer conforming to the solicitation specifications that provides the lowest price to the government. NOTE: Contractor must be registered with the Central Contractor Registration (CCR) to be eligible for contract award. Information on registration may be obtained via the Internet at http://www.ccr.gov. Registration requires applicants to have a DUNS number from Dun & Bradstreet. Recommend registering immediately in order to be eligible for timely award. All responsible sources may submit a quote, which will be considered by this agency.
