- The Department of the Treasury, Departmental Offices (DO), Procurement Services Division (PSD) intends to negotiate/award a sole source contract to Sprint Spectrum, L.P., 2001 Edmund Halley Drive, Mail Stop, VARESP0101-108, Reston, Virginia 20191-3436 for on-going renewal of nationwide telecommunications Sprint Federal Relay (FRS) services for individuals who are hearing impaired and/or have speech disabilities, including federal employees, for communications with and within the Federal Government for the Department of the Treasury and its bureaus/agencies, with the exception of IRS. This service will assist the hearing impaired as mandated by Congress, Public Law 100-542. Services include TTY, CAPTEL (telephonically-based services), Speech to Speech (telephonically-based services), VRS (internet-based services), IP RELAY (internet-based services), RCC (internet-based services) and Custom Solutions services. Federal Relay supports the Departments strategic objective to assure that the Federal Telecommunications System is fully accessible to hearing impaired and speech-impaired individuals. As a results, it directly supports Congress, Public Law 100-542 regarding Federal Information Relay Service and Federal Requirements for Accessibility. Federal Relay is critical to the on-going efforts by the Department of the Treasury and affords individuals with limitations of vision, hearing, or mobility equal opportunities to become proficient users of information resources. In accordance with FAR 6.302-5 (a) (2) (i), this acquisition is conducted under the authority of Other Than Full and Open Commpetition and Public Law 100-542, Telecommunications Accessibility Act of 1988. Public Law 100-542 requires the General Services Administration (GSA) to provide the Federal Relay Services to the Government Agencies. Therefore, Sprint Spectum, L.P., is the only vendor that can fulfill this requirement through their GSA IDIQ Contract Number GSOOT07NSD0010. This action will result in a Firm-Fixed Price (FFP) contract for a 12 month period of performance from date of award through 30 September 2011. This requirement is Subject to Availability of Fiscal year 2011 Funds. The NAICS code is 517210 and size standard is 1,500. This announcement is in accordance with FAR 6.302. This is a notice of intent to award using other than full and open competition and should not be considered a request for competitive proposals. NO SOLICITATION DOCUMENT IS AVAILABLE. A request for more information or a copy of the solicitation will not be considered a response. No telephone inquiries will be accepted. Responses to this notice must be emailed to Minnie Wright at minnie.wright@do.treas.gov. All responses must be received no later than 3:00 p.m. Eastern Standard Time (EST) on Monday, December 20,2010, and will be considered by the Government. All information submitted should support the offeror's capability to provide the services required and shall be furnished at no cost or obligation to the Government. Responses must be in wirting and provide clear and concise documentation indicating an offeror's bona fide capability to provide these services. Verbal responses are not acceptable and will not be considered. Any responses received as a result of this notice, shall be considered solely for the purpose of determining whether to conduct a competitive requirement. Responses will NOT be considered as either proposals or bids. A determination by the Government not to open this requirement to competition, based upon any written responses to this notice, is solely within the descretion of the Government.
