- Sources Sought Announcement for Analytical Laboratory Services for Environmental Sample Analysis. Due date for responses is 29 Dec 2010 This is a sources sought synopsis to conduct market research for developing a procurement strategy for an upcoming contract. The U.S.Army Corps of Engineers, Seattle District (NWS) seeks to gather information from industry, which will be used for preliminary planning purposes in the area of Analytical Laboratory Services for Environmental Sample Analysis, for the Northwestern Division. The value of the effort is anticipated to be $3 million to be completed over a 3 year period. This is not a solicitation for proposals and no contract(s) shall be awarded from this announcement. Kirmse, Contract Specialist, 206.764.3811 or email: bonnie.j.kirmse@usace.army.mil The purpose of this notice is to gain knowledge of potentially qualified small business, women-owned small business, 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUB Zone prime contractor business sources to complete the effort. Responses to the Sources Sought Synopsis should be received as soon as possible but no later than 2:00 pm (Pacific Time) on 29 Dec 2010. All responses should be sent via email to: bonnie.j.kirmse@usace.army.mil. A solicitation is currently not available. NWS has need for an analytical laboratory to provide timely chemical analysis of the following generic categories of matrices: Soil, Water, Sediment, Air, Biota, Chemical products, and Solid materials. Navigational investigation and dredging projects may also include testing of dredge materials physical and chemical properties and bioassays in the following matrices: Sediment and Interstitial Water (for tributyl tin analysis only). Provide professional scientific and technical services to perform iassay, chemical analysis and physical testing pursuant to Federal, State, County, and local laws and regulations (SW-846, 3rd Edition, Update III, WA Dept of Ecology "Analytical Methods for Petroleum Hydrocarbons" (Publication No. ECY 97-602, June 1997), DMMP User's Manual (http://www.nws.usace. army.mil/publickmenu/menu.cfm?sitename=DMMO&pagename=users_manual), Sediment Evaluation Framework (a parallel of the DMMP User's Manual for the other States outside of Washington), (http://www.nwp.usace.army.mil/pm/e/rset.asp), Compendium of Methods for the Determination of Toxic Organic Compounds in Ambient Air, EPA 600/4-89-017 (http://www.epa.gov/ttn/amtic). The North American Industry Classification System (NAICS) code is 541380, Testing Laboratories. For the purposes of this procurement, a concern is considered a small business if it employs no more than 500 people. The Corps does not intend to pay for any information provided under this sources sought synopsis. SUBMISSION REQUIREMENTS: The responses shall be no more than 6 pages and willl be submitted via email. Response to this sources sought shall include company name, address, DUNS number, CAGE number, and point of contact. The response shall also identify if the company is a small business, women-owned small business, 8(a), Service-Disabled Veteran Owned Small Business (SDVOSB), or HUB Zone. The responses shall address the following questions/points in the order listed below. 1) The contractor shall be capable of providing routine and expedited chemical and material analysis for a comprehensive list of parameters routinely required by the Government. Contractor shall provide a narrative depicting past experience performing similar work. The contractor shall have demonstrated history, specifically and describe up to two project examples. 2) The contractor's laboratory must have adequate personnel, facilities, equipment, instrumentation, and other resources available, as required to perform the tests specified. 3) The Contractor must accreditation under the Environemental Laboratory Accrediation Program (ELAP) and compliant with ISO/TEC 17011:2005. 4) Contractor shall be capable of producing data deliverables as SEDD files, EQuIS uploadable files, Excel files and/or Adobe files.
