Description
RFQ FORM SF-18 COMBINED SYNOPSIS/SOLICITATION Brand Name or Equal to Delta HVAC Building Automation System (BAS) (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number RA133W-11-RQ-0155DR (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-46. (IV) This procurement is total small business set aside. The associated NAICS code is 238210. The small business size standard is $14.0 M. (V) This combined solicitation/synopsis is for purchase of the following commercial item: CLIN # 0001 Services, non-personal, to provide all equipment, labor, materials (unless otherwise provided herein) necessary for Brand Name or Equal to Delta HVAC Building Automation System Upgrade, in accordance with the statement of work. Quantity one (1) JB. (VI) Description of requirements is as follows: Statement of Work: Brand Name or Equal to Delta HV AC Building Automation System Introduction: WFO Atlanta currently uses Delta Controls Building Automation System (BAS), Version 3.0 or higher. The hardware that is controlled by this system is no longer available, and needs to be upgraded to Brand Name or Equal to Delta current production standards. Contractor Requirements: Furnish all labor and materials to remove and replace existing Delta Building Automation System (BAS) with the latest Delta Controls version 3.33 or higher. Contractor shall provide a new server pc, software, labor, programming and all hardware required to complete the project. A complete commissioning of the system will be required. The new building automation system will be capable of accessing the system through a centralized workstation. New system will allow remote internet and phone access capability. JOB TO INCLUDE Brand Name or Equal to Delta BAS: - Furnish & Install (1) BACnet Building Controller 24 input/34 output. - Furnish & Install (17) BACnet VAV Controllers. - Furnish & Install (17) BACnet LCD Space Temp Sensors. - Provide all necessary wiring and parts required for all controller replacement. - Provide all system programming for controllers. - Provide all system site graphic upgrades for customer. - Provide all software and firmware upgrades for customer BACnet Operator Workstation. - Provide all software and firmware upgrades for customer BACnet Web Server Machine. - Provide all labor and project management during normal working hours. - Provide installation, startup and commissioning of all HVAC Controls. - Provide Two Year Parts and One Year Labor warranty for all work performed. - Provide Desktop Computer for Operator Workstation and Web Server with Windows 7 operating system. Place of Performance: National Weather Service 4 Falcon Drive Peachtree City, GA 30269 NWS Contacts: To given at the time of award Period of Performance: Provide a fully functional and operational system 90 days from contract award date. Project Warranty Contractor shall provide a written warranty for all labor and parts for the installed system for a period of 2 year parts, and 1 year labor from the date of acceptance. Training The contractor shall include on-site training and shall be completed no later than two weeks after installation. Security The contractors will be required to sign in each morning at the front reception area, and sign out each evening. The C & A requirements of clause 73 do not apply, and that Security Accreditation Package is not required. Hours of work 1. Work may be performed between 07:00 am-05:00 pm Mon- Sat The following Department of Labor wage rates apply: Wage Determination No.: 2005-2133 Revision No.: 9 Date of revision: 09/14/2010 http://www.wdol.gov/wdol/scafiles/std/05-2133.txt (VII) Period of Performance: Provide a fully functional and operational system 90 days from contract award date. Delivery shall be FOB Destination. (VIII) FAR 52.212-1, Instructions to Offerors -- Commercial Items (JUN 2008), applies to this acquisition. In addition to written price quotes, offers are instructed to complete and return the attached SF-18. Offerors must submit all questions concerning this solicitation in writing to Diana.Romero@noaa.gov. Questions should be received no later than December 21, 2010 @ 4:00 pm MDT. Any responses to questions will be made in writing, without identification of the questioner, and will be included in an amendment to the solicitation. Even if provided in other form, only the question responses included in the amendment to the solicitation will govern performance of the contract. (End of clause) (IX) FAR 52.212-2, Evaluation - Commercial Items (JAN 1999), applies to this acquisition. Paragraph (a) is hereby completed as follows: the Government will award a firm fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation to be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: a) technical capability-if offerors quotes other than a Delta system, a demonstration of the offered product shall be given prior to award. b) delivery-offers must state the period of performance that can be met c) warranty - offers will state the warranty being offered and d) price. (X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Oct 2010), with its quote. An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (m) of this provision. (XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Jun 2010), applies to this acquisition. (End of Provision) Department of Commerce Clause: 1352.201-70 Contracting Officer's Authority (Apr 2010) The Contracting Officer is the only person authorized to make or approve any changes in any of the requirements of this contract, and, notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely in the Contracting Officer. In the event the contractor makes any changes at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract terms and conditions, including price. (End of clause) 1352.214-71 Equipment Inspection Visit (March 2000) In order to be considered for award offerors are expected to inspect the equipment on which maintenance or repairs are to be performed and to satisfy themselves regarding all conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Offerors are invited to inspect the current HVAC system at the site visit scheduled for Dec. 17, 2010, 10:00 am EST located at National Weather Service, 4 Falcon Drive, Peachtree City, GA 30269. Prior to attending the site visit contact Dan Collis @ 678-488-8688 or email at dan.collis@noaa.gov. (XIV) Defense Priorities and Allocations System (DPAS) and assigned rating does not apply.
