- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial items - as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government contemplates award of a Firm Fixed Price award resulting from this solicitation. THIS REQUIREMENT IS BEING SOLICITED AS A COMPETITIVE SMALL BUSINESS SET-ASIDE. A site visit is scheduled for 1000 Hours PST, 29 December 2010 and attendees will notify Emilio Villegas, telephone 760.380.2719 or 760.617.2933 prior to 27 December 2010 if you are interested in attending. Offers are due 1300 Hours PST, 6 January 2011. The Government intends to make a single award to the lowest responsive, responsible offeror whose quotation conforms to the solicitation and is most advantageous to the government considering price and non-price related factors. All responsible concerns may submit an offer which will be considered by the agency. ***This solicitation is a Request for Quotation (RFQ). Services are required to modify Gildor Bi-Parting Double Leaf Doors at building 983, Fort Irwin, CA. The SCOPE OF WORK dated 02 October 2010 is a separate attachment to this combined synopsis/solicitation. CLIN 0001: Quantity of two (2) active bi-parting door leafs with accessories and modification of the existing Gildor automatic sliding door to comply with American with Disabilities Act (ADA). ***NAICS CODE for this procurement is 238290 with a small business size standard of $14,000,000. ***The Government intends to award without discussions. The basis of award will be made as a firm fixed price contract that is in the best interest of the government based on Lowest Price Technically Acceptable. *** Evaluation of Technical Capability will be based on the information provided in the quotation. Gonzales Jr.DSN: 447-6001 Project ManagerCOMM.: 760.380.6001 Contracting OfficersFAX: 760.380.5634 RepresentativeCELLULAR: 760.415.5842 CONTRACTOR: 1.Preliminary Remarks: The "Contractors Proposal" must include everything in the "Scope of Work" upon submission to the Government. The Contractor must be prepared to do the specified work for the negotiated value. 2.Ancillary/Incidental Work: The details of the "Scope of Work" are identified in this document. All work determined to be ancillary and incidental will be performed under the negotiated value. 3.Modifications: Modifications will only be issued in compliance with the contract clauses. 4.O&M / As-builds / Technical Data: The Contractor upon construction completion will furnish As-built drawings detailing the work performed. The project is not considered complete until the drawings are accepted. 5. SUBMITTALS: Shop Drawings and as-built drawings. 6.CONSTRUCTION TIME SCHEDULE: 90-days upon issuance of the "Notice to Proceed". a.Time Schedule: 90-days; contractor shall work in accordance with Operation Groups windows of opportunity so not to hinder the training periods. Construction period: 4-days Mobilization time: 10-days Long Lead material: 66-days Total Construction period: 90-days 7.Narrative: The purpose of this work is to "Modify the existing Gildor Bi-Parting double leaf door system to allow them to be unlocked and locked electronically. The future has a disabled employee that will be required to lock and unlock the front doors. Contractor shall work in accordance with the U.S. Army Corps of Engineers Safety Manual 385-1-1. 8.Contractor shall provide and install two new active bi-parting door leafs with the following amenities: a)Panic Devices b)Battery Back-Up system c)Electronic Key Switch d)Electronic Lock (electric lock) e)10-inch bottom rails with concealed sweeps f)Two mid-rail panic devices g)One jamb mounted key switch h)One wireless transmitter/receiver system 9.The existing Gildor model SLM Bi-Parting automatic sliding door shall be reworked to accommodate the aforementioned devices. 10.Note: The panic devices secure the breakout motion and the electric lock securers the slide motion of the two door panels. 11.When depressed the wireless transmitter / receiver system will unlock and then lock the door. 12.The electronic key switch will also be provided and installed in one wall jamb for entry by way of a key. 13.Contractor shall provide two-each hand held transmitters. 14.The new door panels shall be anodized dark bronze finish. The glazing shall be a duel glazed laminate to comply with force protection standards. 15.The proposal shall include all items identified above. However, shall not be limited to them. A complete and useable facility shall be provided upon completion of work.
