- Description: This is a Small Business Sources Sought announcement seeking only Small Business responses in order to determine Small Business participation in the acquisition. THIS IS NOT A REQUEST FOR PROPOSAL. The Mission Installation Contracting Command Eustis (MICC) has a pending requirement for Distributed Learning (DL) content developer(s) who can provide distributed learning products and supplies w/ individual Delivery Order(s) (DO) for the Combined Arms Products for Distributed Learning (CAPdL), located at Fort Eustis, VA. The MICC Center Fort Eustis intends to procure the following supply items and related deliveries under a multiple award indefinite delivery/indefinite quantity (ID/IQ) contract. 1. Supply, deliver and provide components to design and develop computer-based distributed learning courses under The Army Distributed Learning Program (TADLP) in accordance with TRADOC Regulation 350-70, Systems Approach to Training Management, Processes, and Products. 2. Supply, deliver and provide components of distributed learning courses for use in in-house development efforts. (For example: front-end analysis of all types, instructional design, graphics, animations, scripts, narration, program code, etc.) 3. Supply and deliver components to provide maintenance for distributed learning courses and courseware components to provide for rapid update to address short- term emerging requirements. 4. Supply and deliver components to convert existing classroom-based courseware to dL and convert existing dL products to other delivery technologies and tools. 5. Supply and deliver components to provide blended distributed learning strategies i.e., combining a number of instructional strategies and delivery methods into a cohesive distributed instructional experience. 6. Supply and deliver components to provide for a task-based approach to development (i.e., segments of training focused on discrete job performance and/or learning tasks. These individual segments would be applicable to broad segments of the Army's learning audiences and can be combined in multiple ways to create a variety of learning experiences.) 7. Supply and deliver components to provide government access to an online review system for the review and submission of comments during the development of training and education products. 8. Supply and deliver components to ensure distributed learning content is technically and doctrinally accurate. 9. Supply and deliver components to support that learning modules are deployable in the Army Training Information System (ATIS) and accommodate emerging and evolving technologies. If emerging requirements are needed to make learning available by using evolving mobile technologies, supply and deliver components that include new technology platforms, such as eBooks, iPods, cell phones, etc. Supplies and products will be used by HQ Training and Doctrine Command (TRADOC), TRADOC Centers and Schools, and other Army agencies. Your response is limited to 10 pages and shall include the following information: For the purpose of small businesses, the NAICS Code is 541511, Custom Computer Programming Services. The size standard is $25 million. Your response shall include the following information: size of company (i.e., 8(a), Hubzone, WOSB, SB, Veteran, all others), number of employees, average revenue for last three years, relevant past performance on same/similar work dating back 3 years, your company's capability and innovative ideas to do this type of work. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. It is imperative that business concerns responding to this Sources Sought articulate their capabilities clearly and adequately. All Contractor personnel must have as a minimum a SECRET clearance. Additionally, please provide the following company specific information: a. Your Central Contractor Registration (CCR) number and Commercial Government Entity (CAGE) code number. b. A point of contact (POC) name, telephone number and e-mail address. Market Research Questions: a. Following contract award, what transition period, if any, would be adequate prior to start of work? b. What information and workload data is necessary to adequately scope a requirement as listed above as a firm fixed-price effort in a task order environment? c. The Government is anticipating issuing Requests for DO Proposals using a Statement of Work (SOW). What risks do you foresee with this approach and how would you mitigate those risks? d. Is industry more likely to include additional costs for unknowns in a fixed price as opposed to a labor hour contract? Would a firm fixed price contract for the supplies listed above result in higher proposal prices than a labor hour contract? Please explain. e. If your company qualifies as a small business as defined under the NAICS code listed above, please respond to these additional questions. i. Can your company provide a team composed of a sufficient number of large and small subcontractors to perform this contract in an efficient, cost effective manner while meeting contract requirements? Please explain. ii. Is your company capable of providing qualified and experienced personnel at appropriate security levels? Please explain. iii. Is your company capable of providing a team composition that can support the entire scope of this contract effort with sufficient depth to perform the variety of tasks of varying complexity while performing at least 51 percent of the work? Please explain. iv. Specifically, is your company capable of providing necessary support to meet the requested supplies for the nine major areas mentioned in this notice? If so, what is your experience with Government contracts of this magnitude and scope? f. Please provide any other applicable comments or recommendations not addressed in the foregoing.
