- This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.navsea.navy.mil/nswc/crane/working/contracting. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable. This is a Sources Sought Synopsis announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of vendors to compete and perform under a Government contract. The Government must ensure there is adequate competition among the potential pool of responsive contractors. This synopsis is in search of adhesive technology capable of quickly adhering light to moderate weight objects to a wide variety of flat surfaces under all weather conditions and wide temperature ranges. The adhesive is to be hand emplaced like a tape, putty or liquid. A table of threshold and objective requirements is attached. A developmental effort is anticipated however, ideal candidate systems and materials will be Off the Shelf (OTS). Technology Readiness Levels (TRLs) of as low as 3 can be considered. This effort shall consist of an initial White Paper. Sample materials may also be provided in response to this Notice. Samples can be provided in the form of a demonstration if appropriate. Any potential procurement, developmental or any further efforts of any kind will be associated with separate contract action. The White Paper shall consist of the following details for each candidate system. 1) General description. 2) Form factor description. 3) Operational environment claims/estimates/data (clearly stating which). 4) Adhesive bond and performance claims/estimates/data (clearly stating which). 5) TRL assessment. 6) Product development plans and rough order of magnitude (ROM) estimates (as applicable). 7) Toxicity / MSDS information The respondent must be able to demonstrate the ability to obtain necessary resources in a timely fashion. Interested respondents who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, web sites, duns number, cage code and or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing products as applicable. Also provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must also meet these criteria. The Government will perform a review of the responses and sample materials. The evaluation of performance will be based on controlled testing with applicable weights and surfaces. Testing of provided samples will be conducted at Government expense. Any sample material and/or demonstration events associated in this effort will be at the expense of the participating vendors (excluding expenses associated with Government personnel attending any demonstrations). Copies of the individual evaluations will be made available to the corresponding source. This effort shall progress according to the following schedule. White Papers responses to this Notice are due on or before 14 JAN 2011. Sample materials are due on or before 27 JAN 2011. A specific government test and evaluation period occurs during the first week of FEB 2011. Vendors will not be allowed to attend the government testing. Vendor hosted demonstrations may be scheduled as appropriate. Government generated reports will be provided within 45 days of testing. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The U.S. Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities.
