Description
The US Army Corps of Engineers (USACE)-Baltimore District is conducting market research targeting qualified 8 (a) Business Development Program, HUBZone, and Service Disabled Veteran Owned Small Business (SDVOSB) firms under the North American Industry Classification System (NAICS) Code 236220 Commercial and Institutional Building Construction, for construction of a consolidated logistics facility at the Ft. Detrick US Army Garrison Frederick, Maryland. The estimated magnitude for this project is between $10,000,000 and $25,000,000, and it is anticipated that the Government will issue a Firm Fixed Price, Design-Build solicitation in the future. The subject requirement encompasses construction of a consolidated logistics facility. The consolidated logistics facility will provide high bay storage, truck cargo transfer facility, mailroom distribution, administrative support, and facility engineering and maintenance shops. The building supports the National Interagency Biodefense Campus (NIBC) in accordance with the designation by the National Security/National Homeland Security Council. Supporting facilities include utilities, site improvement, access road, paved apron for maneuvering of trucks, and parking. Supporting facilities will be demolished after functions are relocated into the new facility. The project will be designed in accordance with the following criteria: UFC 4-011-0 1, Anti-Terrorism/Force Protection; Americans with Disabilities Act and Architectural Barriers Act Accessibility Guidelines (ADA/ABAAG); and applicable energy conservation legislation. Operations and maintenance manuals and comprehensive interior design services will be provided. Air Conditioning: 200 tons. This is a Sources Sought advertisement only; it is neither a Solicitation Announcement nor a Request for Proposals and therefore does not obligate the Government for any contract award. This notice is provided as information to the marketplace and is an invitation for an expression of interest and demonstration of business capability to provide the requested items. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Interested 8 (a) Business Development Program, HUBZone, and SDVOSB firms shall have the experience and capabilities to perform design and construction that meets all of the following criteria: (1) new building construction; (2) information management / information technology; (3) site work and parking lot construction; (4) utility including sanitary, storm, water, and communications; (5) back-up power systems; (6) anti-terrorism/force protection standards; (7) MDE permitting. All interested 8 (a) Business Development Program, HUBZone, and SDVOSB firms have until December 21, 2010 at 3:00 P.M. Eastern Time to submit the following: A) Extent of Capabilities, B) Experience in the Five Criteria Above, and C) Evidence of Bonding Capacity.
