Description
A full RFP document The purpose of this project is to develop a policy partnership between government, private sector organizations, and research institutions to achieve key policy reforms in the agriculture sector and related business environment that will ensure successful implementation of Tanzania's agriculture investment plan and Feed the Future. The project will: strengthen the capacities of GOT institutions, the private sector, and other stakeholders for policy research and implementation of policy change that informs the CAADP process and FtF Initiative on constraints to growth; promote dialogue among all stakeholders and partners; identify and develop consensus on specific policies that need to be analyzed and changed; and monitor the implementation and impact of reforms intended to enable increased private investments in agriculture and trade. Key components of the project will include: Develop key partnerships with government institutions, private sector associations, policy researchers/think tanks, and others to define a specific strategy for achieving specific policy reforms. Conduct research on priority policy issues. Conduct relevant policy analysis to support targeted reforms, draft legislation, work to create new laws, policies, and regulations to support the overall objective of transforming Tanzania's agriculture sector and implementation of the Feed the Future program. Establish policy forums for transparent and open policy dialogue and stakeholder advocacy and monitor policy reform implementation. Establish linkages with policy research centers of excellence in the region to assist in implementation. Build capacity and conduct training for policy research, advocacy, and reform. Support ongoing and new initiatives in policy reforms to create enabling environment for private sector and trade. Monitor overall agriculture sector performance and the impacts of policies on agricultural growth, poverty reduction, and nutrition. Develop a communication strategy to create awareness of policy findings and to disseminate policy research and other information products. Provide recommendations for policy issues related to cross-cutting topics such as climate change, sustainable land and water resources management, and gender from a policy reform or strengthening perspective.
