- Combined Synopsis/Solicitation RFQ - CBRNE software analysis training - 48 CES, RAF Lakenheath Requesting Agency: 48 CES, 48 CES/CEX RAF Lakenheath, Brandon, Suffolk, IP27 9PN, United Kingdom Purchasing Agency: 48th Contracting Squadron - 48 CONS/LGCB RAF Lakenheath, Brandon, Suffolk, IP27 9PN, United Kingdom This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation IAW FAR Part 12,13, and 15. Submit written quotes in reference to Request for Quote (RFQ) reference number F2P3E80342A001. Due to the overseas location of this solicitation, no set-aside will be used. The North American Industry Classification System (NAICS) code for this requirement is 611519. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-42, effective 16 July, 2010. Potential bidders are to quote for the equipment as outlined in the below Statement of Work of this solicitation: o Quote shall include a unit and total price, prices shall be all inclusive (i.e. all material, transportation, labour, per diem, lodging, etc.) for the following items. • CLIN 0001 - Provide NBC Analysis training on existing software (NBC Analysis) used for computerized warning and reporting in NATO. This course is for approxiamatley 12 students, and should last for 2 days. This course is intended to be a pre-employment course for personell that will be used as operators of the NBC analysis software. At the end of the course students should be able to succesfully utilize all features of the software and be provided with a certificate for their records. Quotes may be faxed to 011-44-(0)1638-52-2189, or sent via e-mail to thomas.crews@lakenheath.af.mil. Addendum to 52.212-1 Instruction to Vendors; All quotes must include the following information: 1. Company's complete mailing and remittance address 2. Price - Insert unit pricing into each CLIN of this solicitation and based upon respective quantities, compute a total price. 3. Discounts for prompt payment- if any 4. CAGE Code, Dunn & Bradstreet number (DUNS), and Taxpayer ID number (if previously obtained) 5. Quotes must be valid for a period of no less than 30 days. 6. Copy of Offeror Representations and Certifications; please see FAR 52.212-3 and its Alt 1, for additional directions. 7. Provide Training Certificate IAW paragraph (a) 1 of the evaluation section below. 8. Provide name, email address, phone number, and nature of contract for POC's that can be contacted for the purpose of determining past performance. Please do not include any contracts older than three years. Do not include more than five POC's. 9. Contractor must include the dates they can complete the training. Training must be completed prior to 7 January 2010. Available dates are 3 January 2010 thru 7 January 2010. <End of Addendum 52.212-1> EVALUATION OF QUOTES (a) The Government intends to award a purchase order resulting from this Request for Quotation (RFQ) to the vendor whose quotation conforms to the solicitation and is considered the lowest priced technically acceptable offer. The following factors shall be used to evaluate quotations: 1. Technical capability as follow; Past Performance: Past performance will be rated as a either a pass or fail rating. The past performance rating will be determined based on the information provided to the government by the POC's provide IAW 52.212-1 item 7. In order for past performance to be considered it must be recent (last three years) and relevant. Instructor Technical Skill: The software owned by the government manufactured by Bruhn NewTech Ltd, the instructor that will be teaching the class must be certified by the software manufacturer in order for the government to be able to determine technical capability. 2. Price (b) Basis of Award: This is a competitive solicitation for quotations utilizing lowest price technically acceptable procedures in accordance with FAR Parts 12, 13 and 15. The Government will award a contract to the responsible vendor whose quotation provides the lowest priced technically acceptable offer to the Government. Therefore, quotations should contain the vendor's best terms from a price and technical qualification standpoint. A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer. When appropriate, the contracting officer may ask the supplier to indicate acceptance of an order by notification to the Government, preferably in writing. In other circumstances, the supplier may indicate acceptance by furnishing the supplies or services ordered or by proceeding with the work to the point where substantial performance has occurred. If the Government issues an order resulting from a quotation, the Government may (by written notice to the supplier, at any time before acceptance occurs) withdraw, amend, or cancel its offer.
