Description
The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends toissue a sole source action under solicitation N65236-10-R-0130 for research,test, evaluation, certification, training and education services to OklahmoaState University (OSU)'s - University Multispectral Laboratories (UML), 500 WSouth Avenue, Ponca City, OK 74601, in accordance with FAR 6.302-1. Theservices will include (but are not limited to) identifying, analyzing,selection, test and evaluation of solutions to warfighter requirements forCommand, Control, Communications, Computer, Cyber for Intelligence,Surveillance and Reconnaissance (C5ISR) and/or Chemical, Biological,Radiological, Nuclear and Explosive (CBRNE) sensors and sensor-relatedtechnologies. This action is intended to further provide SPAWAR Atlantic withthe unique capability initiated under the original contract to quicklytransition C5ISR and CBRNE sensor technology from research to practicalapplication for immediate use by Special Operations Forces (SOF), US Navy, andJoint Operations in response to Global Contingency Operations (GCO). Theproposed contract covers the actions required to provide services that bringstogether research, practical application, and the integration of hardware andsoftware to execute testing and evaluation (T&E) of sensors and relatedtechnologies fulfilling the requirements of the warfighter. The prospective contractor will be required to have a testing and evaluationfacility dedicated to sensors and sensor-related technologies, tightly coupledwith an academic environment, and free from bias toward any particularcompany's products or underlying technologies. This is a follow-on to N65236-07-D-7878 with OSU/UML. The Governmentanticipates the award of an Indefinite Delivery/Indefinite Quantity,Cost-Plus-Fixed-Fee type contract with a performance period of a base of oneyear and four one-year options. Due to the unique skill and level ofexperience required for this effort, the solicitation and resulting contract isbeing issued on a sole source basis. The North America Industry ClassificationSystem (NAICS) Code for this action is 541711 with the size standard of 500employees. The estimated dollar value of this aciton is $49.5 million. THIS IS A NOTICE OF INTENT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.Interested parties may inquire about the process to be considered for futureprocurements by submitting their comments in writing to Mr. Roger Asprer, Code2212RA, Contract Specialist, at roger.asprer@navy.mil no later than 12:00 (EST)on 20 December 2010.
