Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICIATATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Clinical Center at the National Institutes of Health (NIH), Department of Medical Record intends to negotiate on a sole source basis, under the authority of 41 United States Code (U.S.C.) 253(c)(1) as set forth in Federal Acquisition Regulation (FAR) 6.302-1 only one responsible source and no other will satisfy the agency requirements to procure the services of 3M (formerly SoftMed) for required enhancement and support with the Clinical Center Clinical Research Information System, CRIS to provide researchers and clinicians with digitized images of inactive medical records, the transcription management system and other MRD related applications. 3M-SoftMed’s comprehensive health information modules and extensive interfacing ability provide a modular approach to a fully automated, event-enabled electronic environment. 3M-SoftMed’s Windows-based modules perform on your network using today’s standard PC and networking technology. Superior module integration allows one to share common data with just one interface to your host system. SoftMed’s modular approach allows for gradual or immediate implementation of these systems. These interfaces have been established for several years and allow patient demographics, admission data, and medical orders to flow from the CRIS to the transcription management and incomplete record tracking systems for generation of medical reports and tracking of incomplete medical records. Current products that require enhancement and support include: CartScan user licenses; Clinical Abstracting user licenses; NetLinc for Electronic Signature Authorization; Rapid Access Archive System DL; ShartScan; Electronic Signature Authority (ESA); ChartScript; Provider ID w/Physician DB and Batch I/F; ChartScriptMD; ChartReserve user licenses; ChartPrint; CharLinc Std Document Upload; ChartScript user licenses; ChartFact/Locater user licenses; ChartID; NetLinc for ChartView add-on; ChartLinc Std Patient Data Download; ChartFact/Locator user licenses; ChartView user licenses; Med Transcription Svc Org I/F for ADT; ChartLinc Modification; ChartView; Clinical Abstracting; ChartScript.Net user license; ChartFax License; ChartFax to ChartScript; and ChartFax e-mail. Objectives The purpose of this requirement is to provide the NIH with Enhancement and Support for the 3M products that are a part of system for the transcription services used by authorized healthcare staff within the NIH Clinical Center. Description of the task: The Annual Enhancement and Support Program entitles the user to access to the 3-M (formerly known as SoftMed) support hotline, remote diagnostic support, and all enhancements to the system. SoftMed offers the following two support options for 24 hours/day, 365 days/year. Evaluation Criteria The Medical Record Department shall evaluate the technical and cost proposals and a firm fixed price award shall be made using Best Value award criteria. The contractor’s technical proposal will be evaluated based upon the following technical criteria. These criteria are listed in order of relative importance. Past performance: This refers to the contractor’s performance of similar tasks in previous contract efforts. These contracts must be completed within the past three (3) years or currently in progress for services similar to the requirements of this statement of work. Experience of proposed individuals: Resumes are required for key personnel proposed. Resumes should contain details (length of experience, depth of experience, dates employed and employer) which specifically address the skills and experience contained in the Statement of Work. This item refers to “Experience and Skills” listed under each subtask and in those past performance references cited. Cost: This applies to overall costs. Technical and managerial approach: This refers to the manner in which the contractor proposes to provide the support required. The North American Industry Classification System (NAICS) Code is 334290 the anticipated period of performance will be December 31, 2010 through December 30, 2011 and one option year period of performance December 31, 2011 through December 30, 2012. A Market survey was conducted November 5, 2010. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. This notice is not a request for competitive proposals; however all responses received within 15 days from the date of the publication of this synopsis will be considered by the Government.
