- The U.S. Census Bureau intends on awarding this requirement on a sole source basis. The vendor is required to provide the following services to met the needs of the U.S. Census Bureau. 1) Providing funds tracking for the Acquisition Division Interagency Agreements to include the development and maintenance of spreadsheets that track the funding of obligations and expenditures for audits and other services performed by other government agencies through agreements with the U.S. Census Bureau. 2) Perform internal audits of funds obligated and expenditures. In this capacity, the Contractor shall apply professional knowledge of auditing standards and generally accepted accounting principles to corporate and government organizations, and analyze and advise the government on cost/pricing matters. 3) Perform services as the Acquisition Division's Freedom of Information Act (FOIA) liaison. In this capacity, the Contractor shall coordinate and manage FOIA requests between the policy office and division personnel. 4) Perform services as an Earned Value Management (EVM) Subject Matter Expert. In this capacity, the Contract shall serve as the Acquisition Division's subject matter expert and work with government representatives in satisfying EVM analysis and variance analysis reporting. Under the authority of Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the U.S. Census Bureau intends to contract with Ms. Victoria Hock on a sole source basis. This contract will enable the Acquisition Division to continue to receive the expert advice and assistance in the areas of (a) funds tracking for the Acquisition Division Interagency Agreements; and (b) Earned Value Management (EVM). This continuation of services will enable the Census Bureau to use the same proven experience and knowledge as it relates to the policies and procedures associated with the U.S. Census Bureau. The value of this contract does not exceed the Simplified Acquisition Threshold (SAT). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interest sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the U.S. Census Bureau's needs. Detailed capabilities must be submitted to Victor Thomas at the Simplified Acquisition Branch, victor.l.thomas@census.gov. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative response is received within 10 days from the publication of this synopsis, a contract may be issued to Ms. Hock without further notice.
