- This is not a Notice of Solicitation. The Department of Veterans Affairs (VA) intends to release a Request for Proposal (RFP) for Freedom of Information Act (FOIA) support for the VA Office of Privacy and Records Management. The RFP will be available on FedBizOpps approximately January 6, 2011 under the proposed solicitation number of VA798A-11-RP-0018. The requirement will be set aside for Service Disabled Veteran Owned Small Business (SDVOSB) under the authority of 38 U.S.C. 8127 (c), Veterans First Contract Program. The purpose of the FOIA support requirement is to provide assistance to VA team leads in processing FOIA requests, preparing reports, and assisting in providing guidance to VA field FOIA officers to implement amendments to the FOIA. This includes coordinating the furnishing of materials from VA staff offices and Administrations in response to a request for department-wide information. VA has a backlog of FOIA requests that need to be appropriately resolved and contractor resources are needed to reduce that backlog to a manageable level and report to senior-level leadership. In addition, contractor assistance is needed to mediate requests under FOIA as mandated in the O.P.E.N. Government Act as well as assisting in gathering records that are subject to a Motion for Discovery. All services will be performed at VA Central Office located at 810 Vermont Avenue, N.W., Washington DC, 20420. Using the source selection procedures described in Federal Acquisition Regulation (FAR 15.3), an award is contemplated to the responsible SDVOSB Offeror whose proposal is responsive to the solicitation requirements and is determined to be the best value to VA. VA contemplates an award of a single firm fixed price contract with an ordering period of 12 months and an additional three 12 month option periods. The solicitation will be made publicly available via the internet at https://www.fbo.gov. It is the responsibility of interested parties to regularly monitor https://www.fbo.gov for updates. The government will not provide hard copies of the solicitation. Interested parties are responsible for monitoring the website and downloading the solicitation, its attachments, and any amendments from the internet site identified above when issued. All information regarding the procurement is provided herein, and no additional information shall be provided. Therefore it is not necessary to contact VA until a solicitation has been released. Correspondence from interested parties may result in a delay of solicitation release. OFFERORS ARE ADVISED THAT THIS REQUIREMENT MAY BE DELAYED, CANCELED, OR REVISED AT ANY TIME.
