- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation, R11PS80315, is issued as a Request For Quotation (RFQ). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular2005-43. (iv) This notice is 100% Small Business Set-Aside. The NAICS Code is 511210 Small Business Size Standard is 500 employees. (v) This combined synopsis/solicitation is for the following commercial items: 0001: InfoLinx Annual Maintenance package - 1 Year0002: Enterprise Edition - Version 3.2 of Infolinx WEB with Advanced Retention and Legal Hold Management - 300 Licenses (vi) Description of requirements for the item to be acquired are reflected below: Offerors shall be responsible for submitting all additional information on the product necessary for the Government to determine whether the product offered meets all specifications as listed in the solicitation. Specifications are as follows: 1)The InfoLinx Maintenance package must include:"Unlimited Priority Access to Help Desk support line"Online remote assistance Technical engineer Access"Onsite troubleshooting, should it become necessary"Priority response to a help desk representative"Upgrade/Enhancement (vii) Date of delivery shall be 12/30/2010, FOB Destination, to the Bureau of Reclamation-DO-Shipping/Receiving, 6th & Kipling, Denver Federal Center, Building 67, Entrance E-3, Room 165, Denver, CO 80225-0007. Price must include shipping and handling. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) The provision at FAR 52.212-2, Evaluation -- Commercial Items, applies to this solicitation. The Government will award a fixed price purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, considering price and ability to meet the Government requirement. (x) The offeror must have completed the Online Representations and Certifications Application (ORCA) which is the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes Or Executive Orders -- Commercial Items Alternate I applies to this acquisition. Additional FAR 52.212-5 clauses cited in the clause applicable to this acquisition are b(9)(i), b(19), b(20), b(21), b(22), b(23), b(25),b(32)(i), b(34), and b(39 ). (xiii) Defense Priorities and Allocations System (DPAS) ratings do not apply to this acquisition. TECHNICAL FACTS SUPPORTING A REQUEST TO ENTER INTO AN ACQUISITION WHICH PRECLUDES CONSIDERATION OF A PRODUCT MANUFACTURED BY ANOTHER COMPANY (FAR 11.105) Introduction: Pursuant to Federal Acquisition Regulation 11.105(c), the following data is furnished to the Contracting Officer to support the requisitioning office's request that the items/services identified on the above-mentioned requisition must be manufactured by a specific company. The Requisitioning Office understands that a contract may not be awarded on a specific manufacturer basis unless the Contracting Officer concurs with the reasons stated below. 1.Identification of Agency, Contracting Activity and Document. Bureau of Reclamation, DO-IT Corporate Information Services. 2.Nature and/or Description of Action Being Approved.This procurement is to purchase Annual Software Maintenance and Technical Support for Infolinx Software. There is now a requirement to upgrade the Infolinx software to take advantage of new features within the product and to remove the architecture of the IBM Records Manager software which will improve overall system performance. 3.Description of the Supplies or Services Required to Meet Agency's Need & the Estimated Value. Infolinx CLIN 0001 Annual Software Maintenance and Technical Support - 1 yearCLIN 0002 Enterprise Edition - Version 3.2 of Infolinx WEB with Advanced Retention and Legal Hold Management - 300 Licenses 4.Unique Features of the Proposed Product. This product is specifically designed for managing paper records and meets the business requirements of Reclamation's records management program. Through the RFP process in 2006 this product was selected as the best to meet our needs for Records Management in Reclamation. Product enhancements made to the system each year by Infolinx System Solutions. Because this is Commercial off the shelf (COTS) software, routinely upgrading the software technology reduce costs for operation of this system and improve efficiencies in records management by leveraging new features found in the product. Other Potential Sources. a.Explain why this particular brand-name, product, or feature is essential to the Government's requirements. REDS Records is an Enterprise Records Management solution focused on safeguarding and managing the official records and records drawings indexes for the Bureau of Reclamation. The system has been configured to meet the needs for;"Vital Records"Litigation Holds"Correspondance Tracking"Records Management"Mange file stations content across Reclamation"Enables all Reclamation employees to search through indexes for official records"Contains the foundation components to integrate with electronic records management systems."System contains 615,000 folders that contain 1.6 million records"System contains indexing for 939,000 drawings b.List other companies contacted and state the findings: There is no additional third party vendors listed which provides the resale of Infolinx System Solutions software support or the sale of the new version of the software. This is proprietary software.
