Description
DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO LEASE SPACE VA desires to lease up to 28,753 net usable square feet (approximately 33,000 rentable sq. ft.) of space for use as a community-based outpatient clinic within the following delineated area in the city of Tomball, Texas. North: Beginning at the intersection of Hicks Street and Tomball Parkway, proceed east on Hicks Street to North Pine; continue south on North Pine to Oxford Street, continue East on Oxford Street to North Cherry Street. East: Proceed south on North Cherry Street (which becomes South Cherry Street) to Theis Lane. South: Proceed west on Theis Lane to Tomball Parkway. West: Proceed north on Tomball Parkway to Hicks Street. Offered space must be on no more than one (1) floor. Offered space may not be the result of a build-to-suit, however, expansion of an existing building to meet the requirement may be considered. If a multi-story building is offered, a minimum of two (2) elevators must be provided. Offers must provide a parking structure and/or surface parking lot capable of accommodating at least 200 dedicated, standard sized, parking spaces, with a minimum of 10% of these spaces ADA accessible, plus any additional parking required by code. Parking must be on-site and contiguous to the offered space (not secondary to any other parking lot, parking /structure, building, or separated by any public road. At the time of initial response to a Solicitation for Offers (SFO), property owners/developers must provide written proof of a) ownership or non-contingent control of that portion of the property which is to serve as VA parking, and b) building permits or such other authorization as may be required by local government to construct and deliver said parking. Special consideration will be given for buildings that: are located in close proximity to existing hospitals with Intensive Care Units, amenities and services; can provide parking as stated which can accommodate larger vehicles; and have high visibility and direct access from major arterial roadways. Existing buildings that can meet VA ™s requirements will be considered for a lease term of up to 20 years. Brokers or legal representatives submitting property must show written acknowledgement and permission to represent the property. Property owners and developers must provide written proof of ownership or non-contingent control of property at the time of submission of initial bids. The following information shall be provided along with the expression of interest: (1) Site plan depicting the building, (2) a block or floor plan of the proposed space for offer, (3) identification on site plan demonstrating location of parking to be dedicated for VA ™s use, (4) ingress/egress to street(s); (5) evidence of proper zoning for medical use; (6) evidence that the property lies outside the 100-year floodplain; (7) distance to nearest hospital with ICU service; (8) distance to nearest first responders (Fire Dept/ER); (9) distance to area eateries; (10) distance to other area amenities; (11) distance to two nearest pharmacies; (12) an aerial photograph. A market survey of qualifying offered properties will be conducted by VA staff and broker consultant.
