- Description
- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with the National Institute of Water and Atmospheric Research (NIWA) of Wellington, New Zealand, for the acquisition of Southern Hemispheric Air to be used by Gas Metrology Group at NIST, Gaithersburg, Maryland to develop a new Standard Reference Material (SRM 1721). Sole source determination is based on the need to develop a new Standard Reference Material (SRM 1721) containing Southern Hemispheric Air. This activity is part of the Green House Gas Initiative. The air is to be sampled in an area where uncontaminated global background is available and returned to NIST for certification. NIWA has a complete facility for this activity located at the Baring Head Station on the south coast of New Zealand. NIWA is the only know vendor capable in providing the collection of the required air. The key specifications are as follows: 1. 30 Pretreated aluminum cylinders with CGA 590 valves provided by NIST; 2. Collection of typical background air when southerly winds bring in air from the southern ocean. 3. Shall have minimal influence of urban regions in the air samples. 4. Water removed to a dew point of -70 degrees C. 5. Air sampled into cylinders with no significantly change in the air composition (except for water content) 6. Pressure in cylinder upon filling shall be greater than 1900 psi. 7. Collection shall take place in March to April 2011, where the southerly winds are prevalent. The North American Industry Classification System (NAICS) code for this acquisition is 325120, and the size standard is 1000 Employees. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is not a request for competitive quotations. However, responses received by December 27, 2010 will be considered by the Government.
