Distribution approved for Public Release; distribution unlimited, per DoD 5230.24 and OPSEC/Security Review conducted 9 December 2010. REQUEST FOR INFORMATION as defined in Federal Acquisition Regulations (FAR) 15.201(e). NO SOLICITATION DOCUMENT EXISTS. The Marine Corps Systems Command (MARCORSYSCOM) is conducting market research to obtain information on responsible sources that can provide a Non-Lethal Weapons Professional Military Education (NLW PME) course geared to senior military field commanders/planners and senior civilians on behalf of the Joint Non-Lethal Weapons Directorate (JNLWD). Background: The purpose of the Joint Non-Lethal Weapons Program is to provide war fighters a family of non-lethal weapon systems with a range of capabilities across the full spectrum of threats and crises. Non-Lethal weapons are defined as weapons, devices and munitions that are explicitly designed and primarily employed to immediately incapacitate targeted personnel or material, while minimizing fatalities, permanent injury to personnel and undesired damage to property in the target area or environment. Non-lethal weapons are intended to have reversible effects on personnel and material. These escalation-of-force options can range from simple, commercially available items such as bean-bag rounds, pepper spray and entangling devices to directed-energy systems that provide non-lethal effects at greater distances. Non-lethal weapons have applications in numerous military scenarios, including deterring potentially dangerous individuals at extended ranges, stopping suspicious vehicles and rendering enemy assets inoperable with little or no collateral damage. These escalation-of-force tools provide the commander flexible options, both in time and range, to the diverse and challenging threats our forces face. Non-lethal weapons do not replace lethal force options but rather expand the force options available to war fighters so they can tailor their capabilities to mission needs. The Joint Non-Lethal Weapons Directorate (JNLWD) sponsors a Non-Lethal Weapons Professional Military Education (NLW PME) elective course that is offered at Intermediate and Senior Service Colleges, such as the Marine Corps Command & Staff College, the National Defense University, the Air War College, and the Army War College. The typical course length is between 24-30 hours of instruction over a 10 week period. The intent of the course is to provide the student with a better understanding of the applicability of NLWs in an operational environment, as well as, considerations to be made during operational planning. Requirement: JNLWD is seeking potential sources that have conducted similar Non-Lethal Weapons courses, including discussion of current and future non-lethal technologies and the implications of their use. Responses should be limited to no more than five pages, single spaced, in 10 point or greater font. Responses should include the following: 1.A cover page, not included in the page count, identifying the submitting organization, its CAGE Code, address and a technical point of contact with corresponding telephone number and email address. The cover page should also indicate the organization s size, i.e. large, foreign, small, Small Disadvantaged, 8(a), Woman-Owned Small Business, HUBZone concern, Veteran-Owned Small Business, or Service-Disabled Veteran Owned Small Business. 2.Brief description of the each course taught/proposed including topics covered and the level at which courses were taught, i.e. undergraduate or graduate. 3.Curriculum vitae (CV) for prospective instructors. CV will not count towards the maximum page limit. 4. The North American Classification System (NAICS) code for this effort is 611430, Professional and Management Development Training, size: $7.0M. Firms shall indicate their business size based upon NAICS code 611430. MARCORSYSCOM will not pay or provide reimbursement for any costs incurred in the preparation or delivery of the request for information. Interested parties are requested to submit a response in a Microsoft Office compatible format by 07 January 2011. Only electronic submissions will be accepted.
