(xvi) For information regarding the solicitation, please contact Jeanne Mohlis at 612/713-5215 or jeanne_mohlis@fws.gov Questions and Answers: 1. One stated preference is knowledge of the hunting and fishing industry in Minnesota. We have worked throughout the nation and are known for being able to learn and understand quickly the issues and the parties involved in focus groups, dispute resolution actions, negotiated rule making. As environmental neutral third-party participants, we assume it is our job to get quickly up to speed on all these factors. While we cannot state that we have intimate knowledge currently of these factors in Minnesota, we are confident of being able to learn quickly through a number of proactive measures. I would hope that we would not be dismissed automatically because of no prior work with these parties in Minnesota. Can you confirm this one way or the other? Can we assume that you do NOT have one particular vendor is mind for this project? All vendors will be evaluated per the evaluation criteria listed in the solicitation. 2. We are investigating the University of Minnesota venue, and we assume that the estimated cost of any listening session site (and services) we find suitable at the University can be included in our proposal/response. The wording in the solicitation does not make this clear, but we assume that this is a legitimate pass-through cost. Comment? The solicitation states "using the facilities found at the University of Minnesota at the Facilitators expense." 3. Do you have an estimate (or range) of the number of people who will be invited to participate in the listening session? Will the participants have an opportunity to review and suggest edits of comments made, prior to a final transcript being approved? There will be no more than eight participants who will not have final transcript approval. 4. I believe that I read the solicitation to say that all services will be completed by the end of February 2011. This works for us, but does require that a contract be announced ASAP so that work may start immediately. It is our intent to finish the contract process as soon as possible. 5. Although it is not mentioned, is there a desire to have a video recording of the listening session as well as an audio recording (transcribed)? Perhaps it may be offered as an option. In thinking about a template for use in other states and agencies, such a video recording may be easily made and could prove valuable. We removed this option because of cost and any perceived influence it might cause the participants.
