Description
In accordance with FAR 5.101(a)(1) and 5.201, this is a notice of intent to award a sole-source contract and is not a request for proposals. The Department of Homeland Security (DHS) / Federal Emergency Management Agency (FEMA), Office of Chief Procurement Office (OCPO), Acquisition Operations Division, Preparedness Branch, 16825 S. Seton Avenue, Emmitsburg, MD, 21727-8998, intends to award a sole-source contract to National Academy of Public Administration, 900 7 th Street N.W., Ste. 600, Washington, D.C. 20001-3886 for services to identify and eliminate redundant reporting requirements and develop meaningful performance metrics for Homeland Security Preparedness Grants, and for other purposes o n behalf of the FEMA Protection and National Preparedness Directorate. FEMA OCPO intends to award a Firm-Fixed Price contract for a period of twelve months. Congressional legislation (H.R. 3980) specifically states that FEMA "shall enter into a contract with the National Academy of Public Administration" in support of the Grants Program Measurement Study contained in the Redundancy Elimination and Enhanced Performance for Preparedness Grants Act. The proposed vendor is uniquely qualified to perform the services based on their ability to meet all service requirements in compliance with the Redundancy Elimination and Enhanced Performance for Preparedness Grants Act, and specifically HR3980, as congressionally enacted. No other single vendor can provide the required services in compliance with the subject legislation. The proposed contract is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System Code (NAICS) is 541611.
