Description
The National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC)is seeking Capability Statements from all interested parties, including Small, SmallDisadvantaged, 8(a), Woman-owned, Veteran-owned, Service Disabled Veteran, andHistorically Underutilized Business Zone (HUBZone) businesses for the purposes ofdetermining the appropriate level of competition and/or small business subcontractinggoals for the management, integration and performance of the SSC Security Contractcomprising SSC and its tenants spread out over 144,000 acres in the entire 39529 zipcode. The Government reserves the right to consider a Small, Small Disadvantaged, 8(a),Woman-owned, Veteran-owned, Service Disabled Veteran, or HUBZone business set-aside basedon responses hereto for the SSC Security Contract. The SSC Security Contract requirementsmay include the following security services including but not limited to: (1) SecurityServices: Security Operations, Identification Management, Badging Access Control,Physical Security and Armed Uniformed Services, Resource Protection, Personnel Security,Industrial Security, Security Investigations, Locksmith, International VisitorCoordination, Security Enforcement and Security Enforcement Training; (2) EmergencyOperations Support: Incident Management, Continuity of Operations, 911 Emergency CenterOperations and Contingency Planning. Based upon information submitted by companiessubject to NAICS code 561612, NASA will determine the final content of the futuresolicitation or solicitations. NAICS code 561612 has a size standard of $18.5M annually.The purpose of this sources sought is to determine if any small businesses, under NAICScode 561612, possess the necessary capabilities to perform requirements identified above.SSC encourages qualified Joint Venture business arrangements to submit capabilitystatements as well. It is not sufficient to simply state that one area (e.g., locksmith)will be subcontracted out. The capability statement shall also include relevant pastexperience for each teaming partner/subcontractor. The incumbent security contract isNS-7790, issued to Paragon Systems Inc., Chantilly, Virginia. No solicitation exists;therefore, do not request a copy of the solicitation. If a solicitation is released itwill be synopsized on Federal Business Opportunities (FedBizOpps) and on the NASAAcquisition Internet Service (NAIS). It is the responsibility of the potential offerorsto monitor these sites for the release of any solicitation or synopsis. This sourcessought is for informational and planning purposes only and is not to be construed as acommitment by the Government nor will the Government pay for any information solicited.Since this is a sources sought announcement, no evaluation letters and/or results will beissued to the respondents. Capability Statements shall be submitted electronically only,via e-mail, to the primary Point of Contact (POC) listed below. The Capability Statement,exclusive of a one-page summary, shall NOT exceed ten (10) pages (including attachments)and shall contain a minimum font size of 12. Additionally, the Capability Statement shalllist at a minimum two (2) customer contacts covering the past five (5) years, and includethe following information: (1) Highlight relevant contract work performed, (2) Contractnumber, (3) Contract type, (4) Dollar value of each contract, (5) Number of employees and(6) Customer point of contact address, current phone number and current e-mail address.To facilitate a prompt review, a one-page summary shall be included with your CapabilityStatement which shall identify your companys specific capabilities that are relevant to,and reflect the magnitude of, these requirements. The one-page summary will not countagainst the 10-page limit. The one-page summary shall include: (1) Companys name,address, primary POC and telephone number, (2) Size of business; (3) Companys averageannual revenues for the past three (3) years and total number of employees; (4)Ownership; (5) Number of years in business; (6) Companys Government size standard/typeclassification (Large, Small, Small Disadvantaged, 8(a), Woman-owned, Veteran Owned,Service Disabled Veteran, HUB Zone business); (7) Affiliate information: parent company,joint venture partner(s), potential teaming partner(s), prime contractor (if potentialsub) or subcontractors (if potential prime); and point of contact position, address andphone number; (8) Applicable NAICS Code(s); and (9) DUNS number and cage code (for primeand subcontractor/teaming partners). It is not sufficient to provide only generalbrochures or generic information. Responses shall include the companys specific area ofinterest in this acquisition as being either a potential prime contractor orsubcontractor. NOTICE: Copies of your Capability Statement may be made available toprospective offerors in the future. Therefore, it should not contain company-sensitiveinformation. Your response is due no later than December 24, 2010. Please referenceNNS11367739R in any response. SSC is also interested in contractor feedback related tosuggestions for contract type and subcontracting opportunities. This feedback may be usedas research information to support the analysis and development of subcontracting goalsand potential teaming arrangements. This feedback should also be provided electronicallyvia e-mail to the primary POC by December 24, 2010. Any questions shall be submitted inwriting via e-mail to the POC listed below to be used for consideration in thedevelopment of the requirements.
