- SCOPE: The TSA seeks to acquire and replace approximately 79,000 computers over a 5 year ordering period with Energy Star and EPEAT compliant desktop and laptop units. Related components under this action include Thin Client laptops, Thin Client desktops and associated peripherals to be deployed at TSA Headquarters and its various field offices. A detailed list of the products required by the TSA may be found as an attachment to the original RFI. SET ASIDE STATUS: As stated in the Request for Information (RFI) HSTS03-10-R-CIO253 of 10/22/2010, TSA reserved the right to use all information from responses to the RFI to determine if any small business set-asides might be applicable to any resulting solicitation. Based on the Capability Statements received in response to the RFI on 11/08/2010, the TSA originally intended to designate this requirement as a 100% set-aside for qualified HUBZone small business concerns. Based on further research, the Small Business Administration's HUBZone regulations provide: (f) A qualified HUBZone SBC may submit an offer on a HUBZone contract for supplies as a nonmanufacturer if it meets the requirements of the nonmanufacturer rule set forth at § 121.406(b)(1) of this chapter, and if the small manufacturer providing the end item for the contact is also a qualified HUBZone SBC. (1) There are no waivers to the nonmanufacturer rule for HUBZone contracts. (i) SBA will not issue contract-specific waivers as it does for small business set-aside and 8(a) contracts under § 121.406(b)(3)(i) of this chapter. (ii) Class waivers issued under § 121.406(b)(3)(ii) of this chapter do not apply to HUBZone contracts. (2) For HUBZone contracts at or below $25,000 in total value, a qualified HUBZone SBC may supply the end item of any manufacturer, including a large business, so long as the product acquired is manufactured or produced in the United States. As a result, the 100% Set -Aside designation for HUBZone Small Business Concerns is hereby cancelled. This special notice seeks only to communicate TSA's intent to designate its Desktop Procurement now as a 100% set-aside for qualified Service Disabled Veteran Owned Small Business concerns (SDVOSBs). Notice of this total SDVOSB set-aside shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Proposal, nor does it restrict the Government as to the ultimate acquisition approach. The TSA is not seeking or accepting unsolicited proposals. TSA anticipates issuing an RFP during the later part of December 2010.
