Description
This presolicitation notice is an announcement of a requirement for non-personal services for the operation and maintenance (O&M) of the Base Telecommunications System (BTS) Services for Holloman AFB, New Mexico. This acquisition will be for a fixed price, indefinite delivery indefinite quantity contract. DESCRIPTION OF WORK: The contractor shall provide all personnel, equipment, tools, supplies and materials, vehicles, supervision and other items necessary to operate and maintain the government-owned BTS which includes the telephone switching systems and ancillary equipment, customer premise equipment and inside/outside cable plant. Work requires the execution of 49th Communications Squadron work order requests including the issue of work orders/task orders for purchase, installation, relocation and removal of communications. All work orders support the mission of the 49th Wing (WG) and tenant units to provide highly reliable telecommunications and network, voice and data services. The contractor shall perform monthly O&M five (5) days a week, Monday - Friday (except federal holidays), 0730 - 1630 and be available 24 hours per day, seven (7) days per week for emergency, on-call services to ensure the BTS is available to all Holloman AFB personnel. The Contractor shall perform in accordance with standards outlined in the Performance Work Statement (which will be provided with the posted solicitation) and with all applicable federal, state, and local laws and regulations and the original equipment manufacturers' technical manuals and specifications. The contractor will have a Government-furnished on-site location to conduct the requirements of this contract. PERIOD OF PERFORMANCE (POP): The initial POP is from 1 Oct 11 to 30 Sep 12 plus four (4) one-year options (if all options are exercised, ending 30 Sep 16). Options may be exercised unilaterally by the Government. The accompanying solicitation will have the clause FAR 52.217-8, Option to Extend Services; and FAR 52.217-9, and Option to Extend the Term of the Contract. IMPORTANT NOTICES: This acquisition will be competitively set-aside for 8(a) Small Business (SB) concerns. A SB will be considered small under North American Classification System (NAICS) code 517110 with a size standard of 1500 employees. RFP submission must be in accordance with solicitation. All amendments, if applicable, must be acknowledged. All offerors must be registered in Central Contractor Registration (CCR) per FAR 52.204-7 at the website: https://www.bpn.gov; and the Online Representations and Certifications Application (ORCA) at the website: https://orca.bpn.gov in order to receive award consideration. All questions concerning this notice should be submitted electronically via facsimile or email to both Points of Contact as indicated in this announcement. All information pertaining to this solicitation, including technical (or other) questions and answers will be provided to/through the Contracting Officer ONLY to ensure equal distribution of information to interested parties via Federal Business Opportunities (FedBizOpps). OTHER DETAILS: The solicitation, which will include a preproposal site visit date in AFFARS 5352.215-9001, Notice of Pre-Bid/Pre-Proposal Conference; and other attachments will be posted on or around 22 Feb 11 and MUST be downloaded from FedBizOpps website: www.fbo.gov.
