- Description
- The U.S. Army Engineering and Support Center, Huntsville, has a requirement for course teaching the proper inspection and check-out procedures to follow prior to accepting generating units from the construction contractor. Through lectures, conferences, and demonstration sessions, the Diesel Generators Course covers such subjects as governors, mechanical systems, instruments, relays, electrical systems, installation of prime movers, and generator prestart check-out, unit startup, operational test, transient and recording of data. There will be two(2) session as follows: Session 11-01, Portland, OR, 28 March 2011 thru 1 April 2011, Session 11-02, Charleston, SC, 16-20 May 2011,with an Option Year Session, dates and time of the Option Year Session will be determined at a later date, requesting one contractor to perform both FY11 and FY12 sessions. There will be a Meeting of Understanding with the contractor shall discuss the schedule for testing equipment, test instrumentation, actual test and safety. The contractor shall provide a totally functional Diesel Generator Test Set, one mechanic operator, and one testing technician to simulate Acceptance Testing for two sessions of approximately 25 students each. The mechanic operator and testing technician shall have 100 hours operation experience minimum, and knowledge of the theory of operation of the test equipment. Quotes shall be evaluated on proof of meeting the following requirements. Generator Set must be 100 KW minimum and capable of withstanding a block load of 50 KW in both droop and isochronous mode. Load Banks must be air cooled resistive type of sufficient size to load the above Generator to 110% of its full load rating. It must also be capable of adding and removing block loads of 25 KW at a time. Load cable shall be provided by the contractor to safely interconnect the Load Bank to the Generator. Sufficient fuel shall be provided by the contractor to run the above Generator to full load for 6 hours. Test Instrumentation - All meters shall be located outside the roped off safety area. Instrumentation described shall be provided in addition to that instrumentation normally provided with the test. The following equipment shall be provided wired and completely operational: One-Dual Trace Chart Recorder or other data acquisition means capable of recording Voltage and Speed Transients with a resolution of at least 32 samples on both inputs per cycle. Typically 10 seconds of data shall be recorded and printed. Traces for voltage and frequency will show the normal signal centered on the graph but capable of recording 10% of normal across the full width of the chart. Voltage and Speed Transducers capable of producing a signal compatible with the above Chart Recorder or data acquisition system. Volt Meter for measuring voltage on the Generator. Ammeter for measuring AMPS on the Generator going to each phase of the Load Banks. Watt Meter for measuring the Wattage on the Generator. Frequency Meter and Tachometer for measuring the frequency and speed of the Generator. Temperature monitoring to measure cooling inlet, cooling outlet, outside air, generator housing and a spare. Test manifold for simulating low lube oil pressure with the unit running. Sound level meter. Controls to be tested: Manual Safety Circuit and Over speed Device. Test Run - Two Acceptance Demo Sessions shall be conducted: one in the morning and the other in the afternoon. The following tests shall be done each sequence: Manual Shutdown Control Test; Start Time Test; Manual Shutdown; Heat Run for one hour with measurements being taken every ten minutes at loads selected by the Test Coordinator; Transient Response Test for both Voltage and Speed at 6% droop and isochronous; and low lube oil pressure test. Technical qualifications are as follows: Work Experience - Tester/Instructors shall have a minimum 10 years experience in the diesel generator field. Tester/Instructors must also be well versed in all aspects of the diesel engine as well as the generator. Teaching Experience - Tester/Instructor shall have a minimum of 5 separate training sessions teaching students or users about the diesel generator. This does not have to be at the formal level but Tester/Instructor shall be able to pass knowledge on. (They should be able to answer student questions covered in the PWS.) Testing Generators- Tester shall have tested a minimum of 10 generators over the past 3 years. Tester must be experienced with test equipment typically used with diesel testing as listed in the PWS, para 3.6-. Contractor shall provide a list of government contracts awarded over the past 5 years. Practice Run on Monday 28 March 2011 (session 11-01) and 16 May 2011 (session 11-02), from 1330-1530 hours at the contractor's demo site. Meeting of Understanding on Tuesday, 29 March 2011 (session 11-01) 17 May 2011 (session 11-02), from 1300-1600 hours at the course location. Acceptance Testing Demos (two sessions on Wednesday, 30 March 2011 (session 11-01) and 18 May 2011 (session 11-02), from 0800 to 1600 hours at the contractor's demo site.
