- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a separate written solicitation will not be issued. The solicitation number for this request is F11PS00138 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-46) and Federal Acquisition Regulation (FAR). This procurement is a 100% small business set-aside. The applicable NAICS code is 334310 with a size standard of 750 employees, the PSC code is 7460. The Alaska Islands & Ocean Visitor Center (IOVC) located at 95 Sterling Highway, Homer, AK 99603 is operated by the U.S. Fish and Wildlife Service (FWS.) Interpretive exhibits and associated AV systems were initially installed in 2003. Over time, the AV systems have become unreliable. Most programs are currently being played on Pioneer industrial DVD players. All of these are to be replaced with programmable flash memory card based solid-state media players, with integral GPIO ports, RS232 control, capable of native and up scaled 1080P HD video playback. II.PURPOSEThe purpose of this contract is to provide complete and working audiovisual presentation systems at the IOVC. III. SCOPE OF WORKThe contractor shall provide the Fish and Wildlife Service with all labor, materials and services necessary to provide complete and working audiovisual presentation systems. Work under this contract includes the system design, purchase and installation of all necessary supplies and equipment, to provide reliable audiovisual systems. All video, audio and control elements shall be adjusted and set up to achieve maximum quality obtainable. Work under this contract also includes encoding of all existing programs for both the auditorium and exhibits, from Government Furnished master tapes or digital files to MPEG2 files compatible with playback on the contractor furnished programmable flash memory card based solid-state media players. The Refuge will close the auditorium during the installation but the exhibit areas will remain open, with specific areas closed as required to assure visitor safety. The contractor shall have access from 8 AM to 5 PM, Monday through Friday. 1. All equipment and installation materials required shall be new.2. Prior to ordering equipment and materials for the audiovisual system, the contractor shall provide the following:a. Shop drawings that show all equipment, cables, connectors, devices and custom plates to be used in the fabrication of the system. All equipment shall be labeled as to function. All cables and connection points shall be identified as to type and service. Cables shall be uniquely labeled as to their use and a numeric identifier.b. The contractor shall provide descriptive literature for all major components specified or proposed for use in the system. c. Schedule of work detailing significant milestones and their anticipated dates of completion.3. Workers fully competent in the fabrication, installation, and implementation of professional audiovisual, video, sound reinforcement, and cinema playback systems shall perform the work specified. 4. The contractor shall take precautions as necessary to guard against electromagnetic and electrostatic hum, spurious oscillation, to provide for adequate ventilation and to install the equipment to provide maximum safety to any user or operator. 5. The contractor's responsibility includes bringing to the attention of the Contracting Officers Technical Representative (COTR) any aspects of the designs and specifications included here which the contractor anticipates or foresees will cause any problems, setbacks, or other undesirable results in delivery, fabrication, installation, operation, or other aspects of the systems described herein.6. The contractor shall submit to the COTR a letter of completion when the system is complete and in proper operating condition. Final tests shall be made in the presence of the COTR, who shall be notified of the test date a minimum of one week prior to that date.7. Following final checkout, the contractor shall provide three copies of a printed manual for use in operation and simple troubleshooting of the audiovisual systems specified here. One master copy of the manual shall include the owner's operating/service manuals for each item of equipment used in the specified system. The manual layout at a minimum shall be: a. Cover / Title, b. Contents, c. As built systems block diagram(s) (11"x17"), d. Systems Overview description(s) and the function of each component with names, model numbers, serial numbers, etc., e. System Operation (including Daily System Procedures, Showing Media and System Adjustments), f. Troubleshooting Guide, g. scheduled maintenance of each component including anticipated replacement of bulbs, filters, batteries, etc. h. All control system code, touch-panel screen files, and device configuration files in the manufacturer's standard format on CD-ROM. 8. Using the manual specified, the contractor shall provide no less than four hours of training and instruction to personnel designated by the COTR. Submit a draft copy of the training and troubleshooting manual for approval before final printing and distribution. FUNCTIONS AND OBJECTIVES- AUDITORIUM1. Remove from service all audiovisual equipment, hardware, materials and supplies not intended for reuse from the auditorium. Turn over all items to the FWS staff.2. Control light dimming system via AV control system contact closure outputs. Provide for a total of six lighting preset levels plus off. Provide for automatic light control timed to the primary program, and a touch screen page providing for manual light levels and curtain operation. 3. Provide and install a fully working audiovisual, audio, and video playback system.4. Provide the audiovisual system described herein free of artifacts such as hum, noise, or distortion of any level above that specified by the manufacturers. SYSTEM OVERVIEW - AUDITORUIM1. The completed system shall primarily be used to display an existing Standard Definition video program "Journey of the Tiglax" (Standard Definition, 4:3 aspect ratio, 14 minutes.) and a video program "Kachemak Bay" (High Definition, 4:3 aspect ratio, 9 minutes).2. The system shall also be used to display programs on Blu-ray and DVD (on Blu-ray player.)3. The system shall also be used to display content from two computers (Government-Furnished Property-GFP) located in the booth via DVI with stereo audio outputs.4. The system shall include an input plate at the front of the auditorium and workspace counter at the rear of the auditorium to accommodate the following three input types: 1) HDMI with integrated audio; 2) DVI; 3) VGA. DVI and VGA to share a separate stereo mini jack audio input. 5. The completed system shall also include a 50" diagonal LCD flat screen monitor mounted over the entrance door, replacing the existing LED display. The monitor will show staff generated programs (silent) from a solid state media player located in the projection booth. The connection from the player to the LCD shall be via HDMI. 6. The existing separate PA system shall remain in place. EQUIPMENT1. VIDEO AND AUDIO SOURCES - all located in projection booth equipment rack unless otherwise noted. All for output through auditorium projector and sound system. a. HD Video player - up to 1080P MPEG2 with content on Flash Memory SD Card, RS-232 control, minimum of eight GPIO ports, HDMI output. BrightSign HD-810 or equivalent. Content: Journey of the Tiglax.b. HD Video player - up to 1080P MPEG2 with content on Flash Memory SD Card, RS-232 control, minimum of eight GPIO ports, HDMI output. Content: Kachemak Bay Videoc. Blu-ray player- consumer grade, capable of playing standard DVD's too, with IR control. HDMI output.d. Spare input (one) for future component analog video sources with stereo audio.e. Spare input (one) for future HDMI sources.f. Booth located computers (Government Furnished Property) g. Front of auditorium input panel with HDMI, DVI and VGA, all with associated audio. Include signal booster(s) as required.h. Six foot long connecting cables (three) HDMI (one), DVI with audio (one), and VGA with audio (one).i. Fifteen foot long connecting cables (three) HDMI (one), DVI with audio (one), and VGA with audio (one). 2. DISPLAYa. Video Projector - booth mounted Single chip DLP with -1920 x 1200 resolution, minimum 6k ANSI lumens, liquid cooling, dual AC lamps, RS232 control, zoom lens to fill screen. Calibrate projector for optimal display, including 16:9 1920 x 1080 masking. Throw distance from screen to back wall is 33 ft, 4 in. Allow for additional distance from lens to projection port. b. Spare lamp set (two per set) for video projector - (four) c. Projection Screen - 105" H x 187" W, tensioned, electrically operated retractable, matte white surface, operable using existing screen control. When fully deployed, the bottom of the screen viewing area shall be 48" above the 18" high stage, which shall result in the bottom of the screen 66" above the seating area floor. Screen shall have black "drop" material between the top of the viewing area and the bottom of the housing. Housing shall be mounted as high as possible on the screen wall. 3. AUDIO AND VIDEO PROCESSING / CONTROL SYSTEMa. Left, center right front loudspeakers - Replace existing JBL speakers with JBL Control 30 loudspeakers or equivalent. Move two of the existing front loudspeakers to the rear sides of the auditorium and add to the surround array.b. Subwoofer - (GFP) 15" passive loudspeaker, located on stage left at screen wallc. Audio amplifier (GFP) Crest CKS-400 (x4)d. Surround loudspeakers (GFP) - JBL (model TBD) (x6)e. Audio matrix router/mixer(s) - as required to route and control audio from all sources to: 1) Auditorium surround sound system; 2) Audio monitor in booth (see item m. below)f. Video switcher/scaler(s) - Replace existing Sunfire Theater Grand Processor III with Denon AVR-990P or equivalent as required to route video from all sources to: 1) Auditorium projector; 2) LCD preview monitor in booth.; g. Accessibility RF transmitter (two) - with dual rack mount and antenna kits: One for Assistive listening (active for all audio playback sources; one for Audio Description (future application).h. Assistive listening receiver (six) - 8-channel, compatible with transmitters, with alkaline batteries. i. Assistive listening Induction Loop Amplifier (one) - with an induction loop wire, surface mounted around perimeter of the auditorium at top of walls.j. Booth audio monitor system (one) powered stereo pair with volume control and (two) headphones.k. Integrated programmable touch-screen control system that operates audio levels, audio and video switching of and between all sources, DMX lighting slide controllers, playback control of programs on primary Solid state media player, Blu-ray player, interface with existing DMX room dimmer (5 presets) and screen motor (raise/lower) via contact closures. Install (one) hardwired touch panels with 6" screen in equipment rack and (one) portable 2-way RF touch panel with 6" screen. Each controller shall have the same full control capabilities.l. Front wall mounted panel with 9 push-buttons, with one to start "Journey of the Tiglax," one to start the Kachemak Bay film, one as a "reset" button, 5 as preset lighting controls interfacing with existing DMX room dimmer, and one to start other films loaded into the Blu-ray player.M. Information desk mounted panel (located approximately 100 ft from projection booth) with 9 push-buttons that integrate with existing DMX lighting controller: 1.to turn on the theater lights and A/V controls, 2.to start "Journey of the Tiglax," 3.to start the Kachemak Bay film, 4.for loop mode to automatically show the Journey of the Tiglax and the Kachemak Bay Film on a regular schedule 5.to turn on the exhibits in the exhibit hall 6.one for lobby and exhibit hall normal lighting 7.one for after hours lighting in the exhibit hall and lobby 8.one for exhibit hall cleaning lights 9. and the other unused button available for future programs. Use existing conduit from booth to info desk 4. AC POWERLINE UPS AND LINE CONDITIONINGa. Install UPS protection for all AV system rack mount equipment except audio power amplifiers and projector.b. Install line conditioner(s) for audio power amplifiers and projector. 5. HARDWARE, CABLE, CONNECTIONSa All support hardware shall be of a grade equal to at least four times the rated load weight of the equipment being supported.b. Cabling and Connectors: Care shall be taken to bundle and secure all cables that interconnect electronic devices integral to the system with destinations outside the equipment rack. Strain relief, harnesses and segregation of cables according to signal levels must be maintained throughout. Crimp type connections shall be accomplished with ratchet type crimping tools as recommended by the crimp connection device manufacturer. Unused conductors, shields, or drain wires shall be dressed under heat shrink tubing, not cut. 6. EQUIPMENT RACK(S)Use existing GFP and/or provide replacement floor standing metal equipment rack or racks (depending on the proposed system) in projection booth. The rack(s) shall accommodate mounting of standard 19" width electronic apparatus in 1.75" height increments. Provide all necessary hardware. Equipment not manufactured for traditional rack mounting methods shall be provided with a rack mount vented shelf sized appropriately for that equipment. Include within the rack, hardware necessary to accommodate routing and segregation of cables according to signal levels, as well as adequate cooling fans. FUNCTIONS AND OBJECTIVES- EXHIBITS 1. Retain current operation of all AV exhibits, by updating the playback from DVD to current solid-state flash card based playback equipment.2. Encode all existing programs for both the auditorium and exhibits, from Government Furnished master tapes or digital files to MPEG2 files compatible with playback on the contractor furnished programmable flash memory card based solid-state media players.3. Provide control to existing lighting systems. 4. Provide and install a fully working audiovisual, audio, and video playback systems comprised of contractor supplied and Government-Furnished equipment and materials.5. Provide the audiovisual systems described herein free of artifacts such as hum, noise, or distortion of any level above that specified by the manufacturers of the equipment specified and/or provided. SYSTEM OVERVIEW-EXHIBITS1. Remove from service all DVD players, and replaced them with programmable flash memory card based solid-state media players, with integral GPIO ports, RS232 control, capable of native and up scaled 1080P HD video playback; BrightSign HD series players or equivalent. Remove controllers associated with each exhibit and replace with new digital media controllers. Refer to website referenced at VII. APPENDICES for photos showing the existing exhibit AV elements. ADDITIONAL INFORMATION- EXHIBITS1. SEABIRD THEATER - This exhibit consists of 4 synchronized DVD players feeding 5 video projectors: 3 rear screen, and two floor projectors, both from the same video source. System cues light controller and scent generator.a. Replace DVD players with media players.b. Replace existing malfunctioning Museum Technology Source microwave motion detector with an identical new unit. Add an additional microwave motion detector inside the Seabird Theater to restart the program when visitors are inside. 2.TRAPPERS CABINa. Replace DVD player with media player as described above.b. Move existing Museum Technology Source microwave motion detector to right side of Fox fur Fever exhibit to improve triggering. 3. GUN BUNKERReplace DVD player with media player as described above. 4. PERIOD TENTReplace DVD player with media player as described above. 5. FIELD WORK INTERACTIVEReplace DVD player with media player as described above. 6. EXECUTION- AUDITORIUM AND EXHIBITS1. Care shall be exercised in wiring the systems to avoid damage to cables and equipment. All joints and connections shall be made with rosin core solder or with mechanical connectors approved by the COTR. 2. The contractor shall calculate anticipated heat loads for equipment used in the audiovisual system and provide a detailed report to the COTR. The contractor shall provide and install convection vents and/or cooling fans as necessary if required to prevent the equipment's environment temperature from rising no more than 30F over the ambient temperature of the adjacent space. Fans, if used, shall provide the maximum amount of airflow with the minimum amount of noise. 3. The contractor shall assure that the equipment and installation is compliant with all applicable local, state and federal building, electrical, safety and seismic codes. WARRANTY- AUDITORIUM AND EXHIBITSThe contractor shall provide the standard written Manufacturer's Warranty for all equipment furnished by the contractor. The contractor shall identify the length of the warranty period for each piece of equipment, and provide original copies of the warranty. For equipment with less than one year warranty, the contractor shall provide an additional warranty to total a period of one year. All equipment and materials provided by the contractor as well as installation practices shall be for a period of one year from the date of acceptance by the COR. The contractor shall provide telephone customer service and technical support with a response time of less than two hours Monday through Friday from 9:00 AM to 5:00 PM for the one year warranty period. The contractor shall provide on-site customer service and technical support with a response time of less than two business days for the one year warranty period. POST WARRANTY SERVICE AGREEMENT- AUDITORIUM AND EXHIBITSThe contractor shall provide a proposal for on-site technical support for non-warranty and post warranty services as part of the response to this RFQ, including rates and response times. IV. TIME FOR COMPLETION, REVIEW AND APPROVAL AND PAYMENT-- AUDITORIUM AND EXHIBITS All work shall be completed on or before March 1, 2011, (including review and approval) in accordance with the following schedule: APost Award site visit at Islands & Ocean Visitor Center, Homer AK February 1, 2011 BProduct, shop drawing and touch panel screen shot submittals dueFebruary 7, 2011 CSystem is operational at contractor's facility; system checkout and adjustments. GOVERNMENT-FURNISHED PROPERTYThe contractor shall be responsible for GFP provided to the contractor under this contract. At the Completion of the project, the contractor shall return all revised and supplemented materials to the COTR. VII. Evaluation Criteria for IOVC AV The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1.Technical approach, 2. Price, 3. Warranties, 4. Past Performance, 5. Technical Capabilities/Experience Warranties: Proposals shall include the proposed warranty for specific services and parts. Past Performance: Past performance capability shall be evaluated on offerors' references from previous relevant work. References, including contact names and phone numbers, shall be provided for the past three (3) years of experience, as well as for similar jobs. Proposals should include statements that demonstrate ability to comply with the required delivery or proposed delivery or performance schedules, taking in to consideration all existing commercial and government business commitments. The contractor shall provide documentation to support previous history of successfully installing similar AV systems. Technical Capabilities/Experience Proposals shall include descriptions of key personnel, supplies and equipment which demonstrate ability to provide contractual services as specified. Experience shall be related to key personnel not historical company experience. Proposals should include statements and descriptions of key personnel experience in audiovisual presentation system design and installation. Proposals shall also demonstrate the company's ability to provide the resources to perform local installation of AV presentation systems. The technical and price proposal shall be separately bound. The technical proposal shall not contain any price information. The contractor shall also ensure all documentation provided can be used to determine the contractor's potential success in completing this contract. The Government may or may not check some or all past performance references and federal past performance databases. Selection will be made based on the best value to the Government.
