- Sources Sought for Building 105L Upgrades General This document is a Sources Sought only and does not contain any information nor any promise of a solicitation. Documents received, other than what is requested in this sources sought, will not be reviewed. Any attempt to gather further data than what has been released on this Sources Sought will be ignored. Response to this Sources Sought will not pre-qualify any respondent, via FAR 9.205, as these procedures are not available to this document. Please review this document with care and respond in a timely manner before closing date. The purpose of this Sources Sought is for the Government to gain knowledge of the Service-Disabled Veteran-Owned Small Business (SDVOSB) community. Specifically, the Government seeks to assess the capabilities, knowledge, skill level and other qualifications in response to a potential SDVOSB set-aside construction contract in the St. Louis, Missouri area. The Government must ensure adequate competition before soliciting a SDVOSB set-aside construction contract. Description of Work The place of performance for this work will be at 4300 Goodfellow, St. Louis, Missouri. Work to be performed under the contract includes, but is not limited to: The corridor to the training rooms in building 105L is a dead-end corridor that exceeds the distance allowed by the safety code. The existing corridor will be extended to the north through classroom 3 as a one-hour rated corridor. This will entail the construction of a wall on the east side of classroom 3, as well as the demo of the current closet in classroom 3. The corridor should discharge outside through double door with panic hardware in compliance with current ADA & Fire safety regulations. Outside exit includes an ADA ramp & railings. Interior work will include carpeting, painting, suspended ceilings, & electrical modifications. This interior work is not throughout the entire building it is just centralized around the portion of classroom 3 that is being extended into. Contract Details The Government anticipates issuing a firm-fixed price solicitation for competition among SDVOSB construction contractors. Best Value Source Selection Procedures will be utilized to ensure proper contractor selection most advantageous to the Government. That is, technical quality is significantly more important than cost or price. Development of the evaluation factors may be partially influenced by the responses received from this Sources Sought. Estimated Construction Range: Between $100,000 & $250,000. Duration of project is 150 calendar days. North American Industrial Classification System (NAICS) Code applicable to this acquisition is 236220. Small Business Size Standard for this acquisition is $33.5 Million. Prior Government contract work is not required for submitting a response under the sources sought synopsis. Work will be performed at 4300 Goodfellow, St. Louis, MO 63120. Required Submission Please provide the following data and statements if interested in response to this document: •1. Firm's name, address, phone and personnel contact. •2. Firm must be registered in Central Contractor Registraction (CCR) and Online Representations and Certification Application (ORCA). •3. Firm must be a certified Service-Disabled Veteran-Owned Small Business and state as such. •4. Firm must supply a positive capability statement expressly stating their firm is able to complete the work as described above. •5. State whether performance and payment bonds can be secured in the full contract amount. •6. Provide three past performance examples of similar work performed, as described above, with similar magnitude and scope. Interested contractors should respond by December 21, 2010 no later than 2:00 PM Central Standard Time (CST). Submissions completed with more than two pages will not be accepted.
