- This notice is issued solely for informational and planning purposes and does not constitute a solicitation. It is issued for the purpose of conducting market research in accordance with Federal Acquisition Regulation (FAR) part 10 to determine industry capabilities, including those of small businesses. The Nebraska Army National Guard (NEARNG) is a military organization tasked with defending and supporting state and federal missions. Responsibilities and duties for soldiers can be multi-faceted. The NEARNG is seeking sources for on-site class room training in the fundamentals of fire fighting. The course purpose is to train selected NEARNG soldiers the firefighting theory and techniques. The scope of the training will provide trainings as follows: A. Institution, instructors, and course of instruction must be nationally accredited and certified by the International Fire Service Accreditation Congress (IFSAC) or National Professional Qualifications Board (Pro Board( in accordance with Department of Defense (DOD) 6055.06-M, DOD Fire and Emergency services Certification Program. Certification to be provided before course start date. B. Training will be conducted in eastern Nebraska, site to be determined. C. Training will be conducted in February or March of 2011. D. Contractor will provide al training manuals, required handouts, and certification evaluations. E. Delivery of instruction will be on a daily basis and conclude with testing commensurate with the Standards of National Fire Protection Association. F. All registration, certification, and administrative fees associated with the course delivery will be included in the program cost. G. Contractor will submit training and evaluation results to DOD for equivalent certification in accordance to DOD 6055.06-M. Certification level will be as outlined in Army Regulation 420-1, Chapter 25, Table 25-5. Firefighters will be qualified through Station Chief/Station Captain/Fire Team Chief, 28M30 (E6). The response shall be as follows at a minimum: Name, mailing address, phone number, fax number and e-mail of designated point of contact Corporate Web site address Size of business; large or small DUNS Number In detail, the firm's capabilities to provide the type of services identified above. The sources sought shall present the lectures and presentations as specified. Sources Sought should have a minimum of five (5) years of teaching experience as it relates to the Department of Defense and IFSAC and/or Pro Board applications. The Government is performing market research in order to determine sources available that possess the capability to execute the kind of work indentified above prior to issuing a request for proposal. This announcement does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation cost.
